Overview The Management Services Department supports public housing operations by overseeing lease enforcement activities and leading the implementation of key initiatives aimed at enhancing service delivery and strengthening NYCHA’s effectiveness as a landlord. The department is also responsible for the development and implementation of operational policies. The Assistant Director for Public Housing Management Services plays a critical leadership role in assessing, improving, and implementing policies and procedures related to tenancy administration at NYCHA.

Responsibilities

Supervise and mentor a team of 6-8 Program/Senior Program Managers focused on operational policy development, HUD compliance analysis, and cross-functional projects.

Oversee assessments of existing public housing management policies, procedures, and workflows related to tenancy administration; recommend policy and operational changes that improve efficiency, effectiveness, and compliance.

Interpret HUD guidance (24 CFR, PIH Notices, handbooks) and apply it to NYCHA’s tenancy and property management practices; identify regulatory gaps and risks.

Coordinate with key stakeholders across departments (Property Management, IT, Legal, etc.) to ensure broad input and smooth implementation of operational policy and process changes.

Lead or support initiatives related to policy rollouts, HUD compliance, and operational enhancements; conduct research, site visits, and data analysis to support project planning and execution.

Oversee development of training materials, job aids, workshops; collaborate with Learning & Development to deliver training aligned with policy changes.

Oversee system enhancement and software testing and validation related to tenancy operations; support policy changes.

Identify, elevate, and help resolve issues related to policy implementation; contribute to risk mitigation strategies.

Perform other duties and special projects assigned to support departmental and organizational objectives.

Qualifications Minimum Qualifications

Four-year high school diploma or equivalent and six years of progressively responsible real property management experience, including 18 months in a managerial capacity supervising a large staff of property management agents and/or housing development specialists; experience in building construction/renovation, residential and commercial property management; site management; tenant relocation and anti-abandonment work; building maintenance (up to three years toward meeting general requirements).

Baccalaureate degree and four years of described experience, including 18 months of managerial experience.

Satisfactory combination of education and/or experience equivalent to #1 or #2; all candidates must have 18 months of managerial experience; college credits substitution for experience applicable up to four years.

Preferred Skills

In-depth understanding of property management operations and processes; HUD regulations knowledge; ability to interpret federal, state, and local policies into actionable guidance; project management experience in high-volume, deadline-driven environments; strong communication and analytical skills; ability to manage complex workload; collaborative interpersonal skills; ability to analyze issues and implement practical recommendations; proficiency in Microsoft Visio, Excel, Project; Microsoft Office Suite competency.
