Overview

Contractor - Senior Project Controls Specialist. This 40 hour/week contract (Staff Augmentation) position is expected to last through the end of 2026. Work will be based out of our Houston, TX office, Corvallis, OR office, or Remote with frequent travel to Houston (approximately 25%). NuScale's Houston office is located in the Galleria Tower 1. Position summary: The portfolio resource manager works in close coordination with the Portfolio Integration Manager, the Director, SMR Product Development and Commercial Project Directors, providing processes, data, and tools to enable management of multiple project resource loading during project planning, schedule development and execution. This role is responsible for the development and implementation of a comprehensive resource management program that integrates resource demands from internal and external projects, both active and planned, identifies and resolves issues, and supports corporate-level and performing organization resource management efforts to enable project success.

Responsibilities

Develop and document a comprehensive and scalable resource management program for NuScale portfolio of projects, with resource plans and periodic reporting.

Support Project Directors and Project Managers during project planning and execution to understand current portfolio resource loading and communicate project resource demands to the organization.

Translate high-level potential future projects and change orders into forward-looking resource demand forecasts to inform the organization.

Develop tools and standards to provide visual representation of resource needs by organization, discipline, skills, etc. Provide training to work planning and execution leads and project controls teams.

Issue periodic portfolio reporting and resource forecasting based on inputs from human resources, work planning and execution leads, and project teams.

Lead periodic reviews of resource status (supply vs demand) by functional area. Identify and resolve issues in coordination with functional managers.

Coordinate with Project Managers, Project Controls staff, and performing organizations to create, update, and maintain the Resource Management Plans for major projects.

Performs other duties as assigned.

Qualifications

Education: A minimum of a B.S. or B.A. degree in Construction Management, Engineering, Project Management, Accounting, or Business Administration; directly applicable technical experience required.

Experience: Minimum of 8 years of full-time experience in portfolio resource management for a portfolio of large projects. Additional requirements include:

Exceptional organizational and multi-tasking skills with the ability to coordinate conflicting demands.

Strong technical writing, communication, computer, presentation, and interpersonal skills; ability to manage complex programs/projects with multiple phases.

Experience with Planning/Scheduling, Last Planner, Primavera P6 (mandatory), Oracle Fusion.

Industry Requirements: Eligible to work under DOE regulation 10 CFR Part 810.

Physical Demands

Ability to understand and communicate clearly using phone, in-person interactions, and computers.

Ability to learn new job functions quickly and apply concepts in a rapidly evolving environment.

The employee frequently sits, stands, walks, bends, uses hands to operate office equipment, and can reach with arms.

Ability to travel nationally and locally using common transportation.
