seeks a Contracts Manager to lead corporate contracts initiatives. Reports to the General Manager. Position is classified as remote/hybrid with a preference for candidates within driving distance from the McLean, VA office location. POSITION DESCRIPTION Responsible for leading the comprehensive contract management process, with a primary focus on Federal and Commercial contracts. Responsible for the administration of Federal and Commercial Contracting including cradle to grave prime and subcontract contracts. Knowledgeable of all types (FFP, Fixed Rate, Cost Type, T&M, IDIQ, MAS, BPA/BOA NDA, Teaming, etc.) of contracts/agreements. DUTIES AND RESPONSIBILITIES
Prepare and administer bids, proposals, commercial, and government contracts, ensuring compliance with company policies and legal requirements. Manage contracts administration staff, guiding compliance with complex contractual and regulatory requirements. Ensure contracts are administered and monitored to maintain compliance with agreement terms. Review terms and conditions of various solicitations, contracts, teaming agreements, leases, and related documents. Monitor and implement changes in government contract regulations. Coordinate with technical managers and proposal teams to develop pricing strategies compliant with government guidelines. Negotiate agreements with prime and/or subcontractors, including NDA, Teaming, Consulting, and Subcontract agreements. Coordinate and manage subcontractor, consultant, and vendor input into proposals. Prepare cost proposals and examine estimates of material, equipment, and production costs for accuracy. Review bids from other firms for conformity to contract requirements. Negotiate contracts with customers or bidders and administer contracts, including final approval of payment. Request or approve amendments to or extensions of contracts. Advise planning and production departments on contractual rights and obligations. Compile data for preparing estimates and maintain contract and contractor status databases. Review all correspondence concerning contractors and respond as necessary. Establish and maintain contact with contractors to ensure the smooth working of the contract awarding process. Act as a liaison between the company and subcontractors. Maintain an active presence on social media platforms such as LinkedIn. Support pre-award contract transition activities. Understand the business implications of decisions and align work with strategic goals. Work within approved budgets and develop/implement cost-saving measures. REQUIRED EXPERIENCE & QUALIFICATIONS
Bachelor's degree in Business, Law, or related field. 7+ years of experience relevant Federal Government experience. In-depth knowledge of government and commercial contracting regulations, including the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and Uniform Commercial Code (UCC). Strong understanding of the contract life cycle, types of contracts, and applicable government regulations. Familiarity/comfort with GSA FSS service contracts including SCA and WD requirements as applicable. Knowledge of the Defense and Federal procurement process, and a demonstrated proficiency with Department of Defense strategy and acquisition plans. Ability to work under pressure, organize priorities, deal with interruptions, possess above average communication skills, and maintain flexibility and confidentiality. Proficiency in business and productivity tools such as Microsoft Office, Salesforce, Deltek CostPoint, Ability to obtain/maintain a Top-Secret security clearance. PREFERRED EXPERIENCE & QUALIFICATIONS
Advance degree in business, law, or political science or other related field. CPCM or CFCM certification Formal training and experience in capture and proposal process.
