The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state. The NYISO’s Market Operations department invites applications for a full-time Capacity Accreditation Engineer. The Capacity Accreditation Engineer will support the NYISO’s activities related to the Capacity Accreditation process to ensure accurate Capacity Accreditation Factors are developed consistent with applicable policies, procedures, and tariffs. The Capacity Accreditation team supports the development of inputs to ICAP Markets and Resource Adequacy modeling as related to generator performance. Capacity Accreditation staff will enhance Capacity Accreditation processes and procedures as the modeling and methodology evolve.

Essential duties and responsibilities

Support seasonal and annual calculations to align Capacity Market compensation and participation eligibility with resource marginal contribution to specific reliability needs based on the performance and availability of resources.

Review information about performance of electric generating equipment through Generating Availability Data System (GADS); interface with Market Participants to resolve data inconsistencies.

Perform GADS screening for the NYSRC and understand its implications on the IRM process. Develop and generate EFORd reports for Market Operations, Grid Operations, and System Resource Planning department studies. Support collection of data for various NYISO reports.

Support calculations and analysis of GADS, EFORds, production factors, availability factors, and Capacity Accreditation Factors to value all resources in NYCA for capacity.

Support review of the current resource mix of New York and upcoming resource additions to establish Capacity Accreditation Resource Classes with stakeholder support and consensus.

Conduct studies and analyses related to the development of Capacity Accreditation Factors utilizing the GE Multi-Area Reliability Simulation (GE MARS) tool.

Collaborate and provide support to other Market Operation teams as a bridge between the Resource Adequacy study outcomes and their impact to the ICAP Market Operations Administration team’s administration of the Capacity Market.

Support development of documentation, including internal procedures, ICAP manual revisions, and changes to the NYISO tariffs, when necessary. Recommend changes to existing procedures to improve accuracies and efficiencies.

Collaborate with other NYISO departments on market design and market rule changes; specifically related to improvements to the resource adequacy modeling and capacity accreditation factors and implications to the Capacity Market.

Support other NYISO departments to implement changes to the software systems and test new features and functionality to ensure proper compliance with process rules.

Qualifications

Bachelor's Degree (BS) in Engineering, Computer Science or related discipline required.

One to three years of relevant industry related or professional experience; or equivalent combination of education, training and experience.

Additional Requirements

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or government regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, vendors, Market Participants and the general public.

Ability to apply advanced mathematical concepts and perform statistical analysis as related to modeling and capacity assessments.

Ability to apply principles of logical or scientific thinking to a wide range of problems; ability to work with complex data, formulas and graphs.

Intermediate competency in Windows OS, MS Office; experience with PSS/e Optimal Power Flow, UNIX, SQL; advanced knowledge of Excel; working knowledge of SAS or similar statistical language preferred. Moderate familiarity with market simulation tools (e.g., GE MARS, GE MAPS, ABB GridView, PowerGem PROBE) preferred.

Physical Demands While performing the duties of this job, the employee is regularly required to talk or hear, stand, walk, sit and use hands to perform routine office tasks. The employee is occasionally required to reach with hands and arms and lift up to 15 pounds. Work Environment The noise level in the work environment is usually moderate. Travel may be required for meetings, conferences and training.
