Head Start Business Operations Manager
The Los Angeles County Office of Education (LACOE) is seeking critical thinkers with strong project management skills for the position of Head Start Business Operations Manager. Under administrative direction, plans, directs, organizes, coordinates and manages internal fiscal and operational services for the Head Start and Early Learning division.
The well qualified candidate will possess the following knowledge :
Applicable laws, codes, and regulations including federal and state program regulations and policies that apply to the management and administration of Head Start and Early Learning programs
Fiscal laws for both public and non-profit organizations
Principles and practices of financial management including budget development and administration, accounting and auditing
Financial analysis procedures, methods and related techniques
Business operations and administrative practices
Records access and retention requirements
Principles and practices of procurement and contract administration
Concepts, capabilities and applications of financial information systems
Fundamental concepts of employment laws, codes, and regulations, including EEO, FLSA, FMLA, Cal / OSHA and applicable provisions of collective bargaining agreements

Required Education and Experience :
Education : A bachelor's degree in business, accounting, finance or other field closely related to the job requirements of this classification, from an institution of higher learning recognized by the Council of Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.
Experience : Five years of experience coordinating and managing business / financial functions, including two years of supervisory experience. Additional requirements : A valid California driver's license and the availability of private transportation or the ability to obtain transportation between job sites may be required. Business / financial experience within a Head Start program is preferred. Hybrid remote schedules may be available. To ensure the health and safety of its staff, LACOE may require employees to provide evidence of full vaccination against COVID-19.
Selection Process : Candidates who meet the minimum requirements above will be invited to participate in an examination that may consist of a Technical Project and Interview.
