The purpose of this position is to administer and enforce various Town and state codes regulating the construction, use, and occupancy of buildings and structures for the Town of Bluffton (Town). This position also: Oversees daily operations; directs the Building Safety Office; supervises staff; performs inspections of residential, commercial, industrial, and other buildings during and after construction to ensure code compliance; Ensures timely plan reviews and inspections; answers technical questions on code compliance; oversees related budget and spending; performs related administrative, supervisory, and technical work. Essential Duties and Responsibilities

Plans, directs, and supervises all activities of the office including plan review and building inspection; ensures compliance with all applicable Town policies and procedures, laws, regulations, codes, and ordinances. Supervises office staff, consultants, and contract employees; manages work assignments, coordinates activities, allocates personnel, and handles employee issues. Serves as the Fire Code Officer and Floodplain Administrator for vertical construction. Conducts commercial plan reviews; communicates with architects, engineers, contractors, and owners throughout the process. Administers the Construction Board of Adjustments and Appeals. Reviews work of employees and contractors for accuracy; evaluates and makes recommendations; provides guidance and assistance. Provides training and professional development; maintains staff certifications. Prepares and manages the office budget. Develops and updates policies and procedures related to building inspection and plan review. Evaluates and recommends changes to Town ordinances related to building inspection and permitting. Monitors project progress; ensures resource efficiency and schedule adherence. Interprets building codes and regulations. Coordinates plan review, inspections, and permitting activities with contractors and design professionals. Resolves conflicts between contractors and staff. Performs complex inspections; assists staff; inspects for substandard conditions or structural damage. On-call 24/7 for emergencies or ensures staffing for such responses. Responds to public inquiries and concerns; attends community meetings. Participates in training and professional development activities. Reviews construction and architectural plans, inspection reports, permits, etc. Prepares certificates of occupancy, reports, records, and correspondence. Operates vehicles and office equipment; communicates with various stakeholders. Implements Town goals and works with regional agencies on building safety issues. Educates the public and building community about safety issues. Leads damage assessment during emergencies. Performs other duties as assigned. Qualifications

Education and Experience:

Bachelor's degree in architecture, structural engineering, building, construction management, building science, or related; and 10 years of experience in building inspection or construction, or equivalent combination. Licenses and Certifications:

Valid SC driver’s license or ability to obtain; Building Official Certification (ICC) within 12 months; desirable: Certified Flood Plain Manager. Additional Requirements

Subject to 24-hour emergency response during major storms or emergencies. Knowledge, Skills, and Abilities

Knowledge of building codes, laws, regulations, and safety practices. Skilled in supervisory principles, computer use, public speaking, and conflict resolution. Ability to interpret complex materials, analyze information, and prepare reports. Ability to manage budgets, multi-task, prioritize, and communicate effectively. Physical ability to perform inspection tasks and work in various environmental conditions.
