Overview
ACS Professional Staffing is looking for an Electrical Engineer 3 to work on-site with our client. This role will lead technical design efforts for high-voltage substation projects, coordinate multidisciplinary teams, and develop electrical standards and specifications. Responsibilities include facilitating site visits, managing design documentation, and ensuring compliance with safety and reliability requirements. The role also involves reviewing contractor designs, resolving field issues, and supporting construction phases.

Serve as an Electrical Design Engineer on multiple manager-assigned projects in collaboration with senior management, Asset Management, the Project Definition Team (PDT), Project Engineering, high voltage Engineers, Environmental and Cultural Resources, Real Property Management and other SMEs and representatives from across the company, providing expert electrical design engineering guidance. Receive and review preliminary project documentation (Concept Design Document, Asset Plan Item, and related documents); validate Bundle IDs; and obtain project Work Orders as appropriate per established process. Review project SharePoint site to verify complete and accurate documentation; escalate concerns with missing or inaccurate site or data as per procedure. Arrange, coordinate, and facilitate meetings (design team, decision-making, status updates, etc.). Attend project kick-off meetings with sponsors, stakeholders, and partners; validate approvals and coordinate with the PE to lead technical design aspects. Provide background information, technical input, options and recommendations to facilitate project decision-making; may include drafting agendas, answering technical questions, and presenting information for decision-makers. Coordinate site visits for the design team and essential personnel, including logistics, travel, and field representation as needed. Facilitate regular design team meetings and coordinate sub-teams and technical resources; arrange room reservations and meeting tools as needed. Create and draft routine project documents, presentations, meeting agendas/notes, status reports, risk and issue mitigation recommendations, and other required documentation; distribute communications and status reports. Guide the project design team through completion of the design, collaborate with other design groups for non-electrical elements, and work with Drawing Distribution to distribute drawings for Construction. Create technical electrical designs and standards for substation projects (e.g., reactor groups, capacitor groups, station service overhauls, transformer replacements, circuit breakers, fiber optic cabling, relaying, metering, SCADA, DFRs, RAS). Review technical electrical designs submitted by engineering firms and provide comments on substation projects (reactor groups, capacitor groups, etc.). Collaborate with external stakeholders and navigate complex business relationships. Verify Project Requirement Diagrams (PRDs) and planning information for designs and specifications. Review Stage Gate 3 estimates; coordinate with estimators if scope is not included; escalate concerns as needed. Serve as the primary technical contact for the assigned PM and project team; develop/review SOWs and coordinate SME communications throughout the project lifecycle. Provide or coordinate technical SME support during design and construction phases. Complete and facilitate technical design efforts for high-voltage (69kV-500kV) substations, including greenfield substations, bay additions/modifications, transmission line re-terminations, bus replacements, re-routes, and high-voltage equipment replacements. Create, revise, and enhance engineering standards to support substation design. Facilitate planning, engineering, and design for installation of substation equipment and electrical systems. Act as technical liaison during design and construction to ensure design meets requirements and resolve differences between design and field execution. Apply quantitative analysis techniques to model and analyze substation design strategies. Perform print verification and project planning in energized substations, ensuring minimum approach distances for applicable voltages are adhered to. Requirements
Bachelor’s Degree in Electrical Engineering or closely related field required. With a relevant Bachelor’s degree, 10 years of experience required. Experience in electrical design engineering related to high voltage substations, telemetry/telecommunication systems, or HV transmission line systems. 3 years of working knowledge of high voltage systems, system control, communications, relay planning, and functional/technical specifications in a typical electric power system. Valid U.S. Driver’s License required. Work sponsorship is not available at this time. Third-party candidates will not be considered for this position.
