The purpose of this role is to provide managerial leadership to specified locomotive engineers and student locomotive engineers to ensure delivery of agreed operational deliverables to the highest standards of professionalism and safety, and employee satisfaction and retention. Provide the delivery of a safe, punctual and reliable operation on a specific line or lines of Route, working with colleagues across Keolis to strive for consistent high standards of customer service and efficient operation. Develop and nurture constructive manager-direct report relationships with direct reports to improve employee satisfaction and engagement, and maintain constructive working relationships with union representatives. Demonstrate leadership to ensure a safe, punctual and reliable operation and coach direct reports with accountability and development support. Coordinate with Senior Route Managers and the Mechanical and Engineering departments to implement operational practices that ensure optimal service delivery and a safe, productive work environment. Maintain effective working relationships with Route Managers leading Conductors and Assistant Conductors, and with Mechanical and Engineering to optimize service delivery. Assist in training and competency of Engineers, including observation rides, training administration, federal testing, drug and alcohol observations, and performance training. Be accountable for charging officer responsibilities and formal discipline when required. Ensure compliance with safety rules, procedures, operating rules, and Federal regulations; report hazards and participate in assigned training (rules, safety, security). Escalate operational and personnel issues to Senior Manager of Locomotive Engineers, Manager of Terminal Operations, and/or Chief Transportation Officer as necessary. Investigate accidents/incidents and assist with investigations of customer complaints in an unbiased approach. Identify opportunities to improve reliability and address schedule deficiencies with Operational Planning and coordinate with operations centers during service disruptions and events. Maintain effective working relationships with MBTA / CSX / Mass Coastal / AMTRAK counterparts within defined contexts. Meet local stakeholders and customers to address concerns about local service delivery issues. Assist Senior Manager of Locomotive Engineers and Chief Transportation Officer with selecting, assigning, evaluating, and scheduling training of new-hire engineers while ensuring compliance with KCS equal employment policies. Other duties as assigned during emergencies. Knowledge, Skills & Experience

Requires Locomotive Engineer certification; must be a qualified locomotive engineer with a valid Class 1 Locomotive Engineer's License and no record of decertification. Strongly prefer a combination of relevant experience, training and education. Minimum of 5 years' experience interpreting operating and safety rules. Basic skills in MS Office, including Outlook. Excellent verbal and written communication skills. Ability to communicate with diverse disciplines and levels, including internal and external staff. Demonstrated capability in providing managerial leadership to direct reports and planning improvements over a 3 to 12 month period. Prior experience hiring, supervising, and evaluating direct and indirect reports is preferred. Accountabilities

Adhere to Keolis Commuter Services (KCS) principles: Employee Engagement, Operational Excellence and Safety, Customer Satisfaction, Corporate Social Responsibility, Economic Performance. Develop and implement a 3 to 12-month business plan for the assigned area with deliverables, timelines, and KPIs (e.g., safety, customer satisfaction, operational excellence). Provide managerial leadership to Locomotive Engineers to ensure safe operations, on-time performance, and efficient operation; include coaching and accountability for direct reports. Ensure delivery of agreed performance on allocated lines by administering collective bargaining agreements, enforcing PPE standards, facilitating respectful customer interactions, and meeting revenue collection requirements. Collaborate with Senior Route Managers, Mechanical and Engineering, and others to maintain safe and productive service delivery. Maintain effective working relationships with Route Managers and other departments to optimize service delivery. Assist in training and competency of Engineers, including testing and random drug/alcohol screening of employees. Oversee disciplinary processes where required and ensure safety compliance for self and reports. Escalate operational and personnel issues as needed and participate in training and safety programs. Investigate incidents and assist with investigations of customer complaints objectively. Coordinate with Operational Planning on reliability improvements and plans for service disruptions and special events. Coordinate with MBTA and other operations counterparts as appropriate and meet local stakeholders and customers on service concerns. Support hiring, assignment, evaluation, and scheduling of training for new engineers in accordance with equal employment policies. Other duties as assigned during emergencies. Additional Statements
