Facility Project Engineer

AOI You will work cross-functionally with internal departments and external vendors to ensure all building structures, utilities, and facilities are designed and maintained for efficiency, sustainability, and high-tech manufacturing demands in the semiconductor fabrication facilities supporting telecom, datacenter, and CATV sectors. This position offers growth potential into a leadership role within the facility team. Location: Sugar Land, Texas (on-site).

Job Duties

Responsible for the planning, design, development, build and management of the semiconductor fab cleanrooms and corresponding infrastructure, ensuring that project objectives are met in terms of technology, quality, schedule, cost, and safety.

Technical Management of Construction Projects

Conduct preliminary research and feasibility assessments, organize and participate in drawing reviews at all stages to ensure feasibility.

Assist in reviewing construction plans, resolving on-site issues, and coordinating design and engineering changes.

Ensure all projects comply with engineering specifications, technical specifications, local regulations, environmental regulations, and relevant permit requirements.

On-site Construction Progress Management

Organize and prepare the overall project schedule and detailed weekly and monthly plans, monitor on-site construction progress, and ensure progress is on schedule.

Coordinate the work interfaces and work sequencing of various subcontractors, including on-site civil engineering, mechanical and electrical engineering, renovation, and specialized cleanroom renovations.

Budgeting, Cost Control, and Contract Management

Organize the preparation of the project's total construction budget and subcontract budgets, analyze cost structures, control change costs, review phased costs, and ensure total costs are within the total budget.

Participate in the selection of general contractors and subcontractors for construction projects, including bidding, bid evaluation, and tender determination.

Participate in the preparation, negotiation, and signing of various contracts for construction projects, and assist in the review and submission of payments based on the project schedule and contract terms.

Responsible for organizing project documents and archiving all relevant materials.

Quality and Safety Management

Supervise the construction work of each contractor, ensure project quality, conduct process quality control, and promptly correct any defects and hidden dangers.

Responsible for safety management throughout the construction process, inspect safety facilities, and cooperate with the safety department to ensure safety.

Risk Management and Prevention.

Communication and Reporting

Monitor project and report progress and budgetary matters to construction companies and the clients. Communicate promptly with all collaborating departments within the company to resolve issues.

Qualifications

Bachelor’s degree in Construction Management or related field.

Proven working experience in civil engineering, preferably in high-tech or cleanroom environments.

Proficient in AutoDesk or SolidWorks software for 3D designs.

Strong understanding of site layout, grading, utility systems, erosion control, and permitting processes.

Exceptional project management, communication, and interpersonal skills.

Experience with cleanroom construction standards and facility controls is highly desirable.

License of professional engineer in Civil, Mechanical or Electrical Engineering is preferred.

Location This position will be on-site based in Sugar Land, Texas.
