The Illinois Environmental Protection Agency (IEPA) Bureau of Air seeks a qualified individual to serve as the Vehicle Inspections and Maintenance (VIM) Section Manager, located in Des Plaines, IL. The selected candidate will demonstrate strong leadership and communication skills, guide the section and staff to meet current and future demands, and develop policies, standards, and procedural guidelines. The candidate should be able to represent IEPA and the program to state, federal, local governments, industry, contractors, public interest groups, and the public. Essential Functions
Serves as the Manager, Vehicle Inspection and Maintenance (VIM) Section, Bureau of Air. Serves as a full-line supervisor. Develops and implements guidelines, policies, and procedures for the Section; contractor policies. Establishes and implements Section policies and procedures. Develops and maintains knowledge of other Agency programs and their relationship to field programs. Conducts and coordinates investigations into motorist-disputed inspector/contractor issues including repair waiver/emissions test grievances and damage claim petitions. Performs other duties as required or assigned within the scope of the duties enumerated above.
Qualifications
Minimum Qualifications Requires knowledge, skill, and mental development equivalent to completion of four years college. Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization. Preferred Qualifications Prefers at least four years of experience in implementing or overseeing a state vehicle inspection and maintenance program. Prefers at least four years of analyzing, interpreting, and applying state and federal laws, regulations, policies, and guidance concerning vehicle emissions inspections. Prefers at least four years of experience in managing and/or providing guidance to a professional staff of field auditors, inspectors, or contractors working in a vehicle inspection and maintenance program. Prefers at least four years of experience in the development of procurement requests and incorporation of such elements into contracts, or the preparation of responses to procurement and contract development. Prefers at least four years of experience in preparing and developing comprehensive reports, memos, and correspondence in a clear and concise manner. Prefers at least four years of experience in developing and maintaining harmonious working relationships with internal and external stakeholders.
Condition of Employment
Requires a valid and current appropriate driver’s license. Requires the ability to travel in performance of duties, with overnight stays as appropriate. Overtime is a condition of employment; you may be required to work evenings and weekends. Requires ability to attend seminars, conferences, and trainings to stay current on methods and tools related to the job. Requires ability to pass a name-based background check. Revolving Door provisions (5 ILCS 430/5-45) apply; if offered non-State employment during state employment or within one year after ending State employment, you must notify OEIG prior to accepting such employment, or may be subject to a fine.
