Summary of Duties / Role Overview The East River Tunnel (ERT) is a critical link in the Northeast Corridor. The $1.7B ERT Rehabilitation Project will be a complete teardown and rebuild of the rail, power, communications and signal, bench wall, and mechanical fire/life/safety systems. The successful candidate will serve as a master scheduler for the ERT Rehab project and manage the integrated master program schedule. The Lead Project Controls Specialist - Schedule will act as a Master Scheduler for a project and develop project schedules, dashboards, cost, and resource performance reports, to enable efficient and effective project delivery. This individual is responsible for using existing enterprise tools, systems and work processes to drive effective planning and control within an integrated project scheduling system for a specific project. Project Risk: Moderate to High
Essential Functions
Work with construction managers, project director, and other project controllers teams to develop integrated master schedule for project using standard tools.
Develop processes and templates to enable timely project delivery across all elements of the program.
Collect ongoing performance data as input to schedule progress such as installed quantities, expended labor and other progress measurement data.
Integrate cost and schedule data as well as information for vendors and external entities to facilitate schedule and performance reporting.
Develop reporting mechanisms, dashboards, presentations, and portfolio performance indicators to enable strong program management and executive level decision support.
Develop and maintain automated project controls tools and workflows.
Assist the Project Manager with maintenance and baseline reviews of project schedules in accordance with approved project parameters.
Assist the Project or Program Manager in evaluation and assessment of identified project risks to enable project team with the applicable data for development of risk mitigation plans and contingencies.
Monitors actuals and works with other peers to review forecasting against budgets.
Decision rights: Responsible for all activities detailed above, while gathering input from relevant parties and receiving approval from Project Director on any areas impacting project work.

Minimum Qualifications
Bachelor’s Degree required or equivalent combination of training, education, and relevant experience may be considered in lieu of a degree.
Relevant experience preferred.
Must have work authorization in the United States.
Demonstrated project controls, schedule skills (schedule management, schedule reporting) & financial skills (budget management, financial reporting).
Experienced with SharePoint, MSPS, Power BI/Access and Primavera.
Strong focus on collaboration, team building, and customer service; effective across teams with varying objectives.
Strong oral and written communication skills across all levels; ability to organize and present project portfolio reports and related information.
PMP in good standing.
Experience with Project Controls management relating to cost, scheduling and estimating at a project level.
Knowledge of construction project management principles through all phases; contract administration understanding (AIA, EJCDC).
Familiarity with cost engineering / cost management and cost estimation in large capital construction projects.
Expert knowledge of planning and scheduling tools and earned value management for construction or engineering projects.
Proficiency with Primavera P6 for complex schedules; capability to perform schedule risk analysis (e.g., Monte Carlo), time impact analysis, critical path analysis, resource leveling.
Experience integrating schedules for large projects, programs, or portfolios using Primavera P6; knowledge of linear scheduling tools.
Ability to prepare written technical reports, presentations, or analyses; understand project financial reporting, forecasting, and analysis.
Advanced Excel and PowerPoint skills; strong communication skills.
Ability to research, analyze, and apply contracts and policies to ensure compliance.
Ability to train staff and deliver group instructional sessions.
Preferred Qualifications
Six to nine years of experience in construction project scheduling and project controls, with at least five on highly complex or large projects (> $500M).
Five years direct hands-on experience as a scheduler using Primavera for multi-discipline scheduling on large complex projects.
Experience leading project controls for large capital projects, programs, and portfolios.
Knowledge of contracts and contract administration, including assessment and implementation at each phase.
Six Sigma Green Belt; PMP-SP or RMP.
Transportation industry experience; PowerBI data visualization; SQL database understanding.
Experience implementing project control software and tools.
Work Environment
Office building environment; cubicle setting; sit/stand, light physical activity.
Must be able to work under pressure; occasional travel; report to office 4 days with 1 day remote; spend 2 days at 1 Penn Plaza and 2 days at ERT field office in Long Island City, NY.
Communications and Interpersonal Skills Must have excellent oral and written communication skills.
Compensation and Benefits The salary range is $94,300-$122,256. Pay is based on factors including education, experience, certifications, internal equity, and location.
