Overview
This position is for supporting E2’s Utility Clients. The Estimator will work with a Team Lead to develop cost estimates from conceptual design through construction; monitor and reconcile the cost estimate as the design progresses; participate in pre-award value engineering and constructability review discussions; and once the contract is awarded, will review change order proposals, develop fair and reasonable recommendations, participate in negotiation of changes with the contractor, and prepare the record of negotiation documentation. Responsibilities
Develop estimates from pre-FEED information as well as traditional estimate development from detailed engineering packages. Proactively reach out to others involved in pre-FEED to gather information to develop an initial estimate. Develop conceptual cost estimates from preliminary planning documents and sketches, evaluate price alternatives and options, and advise on probable costs for different phasing scenarios. Reconciling internal estimates with those prepared by third parties; engage third parties in a collaborative reconciliation and communicate results. Establish a routine reporting cycle that clearly communicates estimate changes and rationale. Prepare and review material takeoffs from planning documents and engineering drawings. Prepare detailed breakdowns of components and elements of estimates for systems and subsystems. Apply unit rates for man hours, labor, material, and equipment; perform all-in unit cost determinations, extensions, and apply standard factors, overhead rates, and fees. Accumulate, evaluate and document historical cost data for future estimates. Prepare and/or review final Engineer's estimate; review contract documents and modifications to determine scope and equitable cost allowances for scope changes. Coordinate with project management and project engineering personnel; train estimating personnel when necessary. Participate in negotiation meetings with the contractor; document agreements and identify paths to resolution. Support change management, review change order proposals, and assist with merit determinations. Review scope in proposals to ensure appropriate coverage; review labor rates and productivity for conformance with contract specifications and working restrictions. Review quantities and ensure fair representation of additional scope and credits; review material pricing and validate against references; review pre-purchased material, equipment, and rental rates against fair pricing references. Review contractor mark-ups to ensure correct rates and adherence to caps. Qualifications
Hardware/Software Knowledge
Must have Heavy Bid experience. Thorough familiarity with MS Office (Word, Excel, PowerPoint, Outlook). Proficient with large-scale estimating software. Experience with Adobe Acrobat is required. Knowledge of contracting methods such as DBB, DB, CMAR, GPM, etc. Demonstrated proficiency in estimating formats. Proficient with industry estimating databases and other estimating data sources. Professional Experience Level/Other Qualifications
Must have pipeline industry experience. Bachelor’s degree in engineering, Construction Management or related field. 3-5+ years estimating experience with some experience in supporting active horizontal/utility construction projects. 1-2 years minimum of civil and underground utility estimating experience related to engineering and construction projects. Experience in estimate reconciliation and change order processing. Knowledgeable in presenting graphical data related to estimating. Proven accuracy, reliability and completeness in job accomplishment. Effective oral and written communication skills; experience presenting estimates to upper management. Benefits
