The City of Eugene Public Works Engineering Division is recruiting for a Civil Engineer 1/2. Responsibilities

Perform complex professional engineering work in the design, investigation, construction management, and project management of public works projects. Involved in a wide range of infrastructure projects; candidates with water resources (stormwater/wastewater) or transportation experience are strongly encouraged to apply. Acts as project manager and provides direction and supervision to technical staff. Assignments require the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Direct professional and technical staff performing survey, design, construction inspection and contract management of capital projects in accordance with established schedules, specifications, and standards. Lead as project manager, representing the City with other departments, divisions, outside public agencies, consultants, engineers, developers, contractors, and the public. Manage Federally funded projects, often as part of the City's certification with the Oregon Department of Transportation. Provide technical and professional engineering support services relative to assigned areas of responsibility. Answer questions, investigate complaints, and recommend corrective action as necessary to resolve issues. Lead and participate as part of a team developing design concepts for infrastructure projects with citizens and neighborhood groups. Ensure project management including budget oversight and compliance with City standards and policies. Provide a high degree of technical expertise for complex civil engineering projects. Select and manage consultants providing services for project work, master planning, and other services as needed. Represent the Division/Department to the media, the public, and local, regional and statewide public agencies and commissions. Participate in development of policies, procedures, technical standards, and long-range capital planning. Mentor, coach, and evaluate assigned staff; ensure appropriate training is provided. Review projects being studied, designed or constructed; investigate construction issues affecting property owners, contractors, and operations; respond to inquiries and complaints. Provide assistance to engineering staff regarding land development issues and staff designers regarding infrastructure design; review as-built plans to ensure compliance with original plans and specifications. Promote adherence to the City's Affirmative Action and Diversity Work Plans and Diversity initiatives; facilitate staff training on diversity and creating a respectful working environment. Civil Engineer 1: $40.93 - $46.37 / Hourly; $85,134.40 - $96,449.60 / Annually Civil Engineer 2: $43.65 - $58.93 / Hourly; $90,792.00 - $122,574.40 / Annually Notes on Compensation

The City of Eugene is shifting to a work environment of primarily in-office work to foster collaboration and connection. New employees must work on site full time for the duration of their probationary period (typically 12 months). Following the probationary period, employees may utilize a flexible working environment one day a week per the Alternative Work Policy. Application Materials

Education : Bachelor\'s degree from an ABET accredited college or university, with major coursework in Civil Engineering or related field(s). License or Certificate : A valid Oregon driver\'s license or the ability to obtain by date of hire; must pass driving records check and maintain a driving record that meets the City\'s standard. Oregon law requires that an out-of-state license holder obtain a valid Oregon license within 30 days of becoming domiciled in the state (ORS 803.355). Civil Engineer 1 - Experience : Two years directly related civil engineering experience. Possession of a State of Oregon Certificate of Enrollment as an Engineering Intern. Civil Engineer 2 - Experience : Five years of professional civil engineering experience including one year of supervisory experience. Possession of a State of Oregon Certificate of Registration as a professional engineer, or ability to obtain by reciprocity within 6 months of hire date. Knowledge, Skills, Abilities

Knowledge of the principles and practices of civil engineering as applied to design and construction of public works infrastructure improvements. Knowledge of methods, materials, and techniques used in construction of public works and utilities projects. Knowledge of ADA standards and guidelines for public Right-of-Way; experience evaluating and designing sidewalk access ramps and pedestrian crossings that comply with current ADA standards. Ability to analyze problems, coordinate complex engineering designs, and prepare engineering plans with minimum supervision. Ability to interpret and ensure compliance with Federal, State, and local policies and regulations. Ability to conduct engineering research, write technical reports, and communicate clearly both orally and in writing. Ability to establish and maintain cooperative working relationships and to supervise and train staff. Selection Process

Applicants are screened based on relevant knowledge, abilities, skills, experience, and training. The process may include supplemental questionnaires, written or skill tests, interviews, and assessment processes. Background investigations and records checks may be required. Some positions require a psychological evaluation and/or physical examination and a drug test prior to employment. Marijuana use is evaluated consistent with current state law regulations.
