Supervisor - Animal Field Services (Dallas Animal Services - Civil Services)

Overview
The Supervisor-Animal Field Services supervises, supports, oversees, and monitors all animal field services performed for the City of Dallas animal control. Oversees bite investigations, animal impounding, warrant creation, general field work, and employee training to ensure efficient, effective, and safe animal field services. Essential Functions
Supervise animal safety and care while at the animal shelter; perform daily Rabies walkthroughs, ensure quarantine measures are in place, and determine actions based on testing and animal status. Investigate, evaluate, review, and supervise all bite calls and cases; perform field services to find dog, determine and notify owners, issue citations, and provide all investigative services; draft and create affidavits for dangerous or aggressive dogs, and educate owners and victims on bite and investigative process. Evaluate and check vaccination status of dogs in the field, monitor compliance with City regulations, and catch and transport dogs when needed. Impound and track dogs in the field; supervise, support, and coordinate efforts amongst team and perform field services work; catch animals, perform safe handling, identify owners, contact police, and perform and oversee all paperwork and actions. Identify and determine cases of cruelty; perform due diligence measures including gathering information, taking photos, and making contact with owner; issue citations, confiscate animals, and document actions thoroughly; supervise other field services personnel to ensure all protocols and processes are followed to mitigate risk, and potential liability. Supervise and oversee the care and maintenance of field services vehicles; ensure all personnel are performing the necessary maintenance and care to keep vehicles operable and safe. Provide in house office work and oversee and input information into the system; receive and evaluate new bite, bodily injury, or other documentation and oversee the accuracy of documentation and reporting; dispatch personnel to critical animal situations and provide follow up. Monitors, supervises, supports, counsels, trains, and oversees staff performing field services and answering bite and injury calls; monitors performance and ensures all protocols and policies are followed; supports and assists with challenging situations both in the field and in the office. Perform any and all other work as needed or assigned. Knowledge and Skills
Knowledge of Animal Field Services and the Dallas Animal Services department. Knowledge of Animal Control policies and procedures. Knowledge of safe animal handling. Knowledge of investigation and research. Ability to perform field work in support of animal services. Ability to investigate and determine bite or bodily injury cases and perform necessary due diligence. Ability to supervise and oversee staff performing animal services in the field. Ability to support call center and dispatch for animal related situations. Ability to keep accurate information and maintain systems. Ability to communicate and oversee policies, protocols, and processes. Communicating effectively both verbally and in writing. Establishing and maintaining effective working relationships. Minimum Qualifications
Education
High school diploma or GED equivalent. Experience
Four (4) years of experience working in Animal Services /Animal Welfare/Animal Husbandry/Social Services/ Veterinary Clinic/Law Enforcement/Code Compliance/First Responders with two (2) or more of the following areas: Animal Operations involving Enforcement of Federal, State or Local Laws Animal cruelty and rabies prevention programs Veterinary experience in emergency medicine or clinic setting Disposition and evaluation of animals Experience in public presentations, educational presentations and/or appearing in court Recruitment, daily oversight, development of teams Positive placement programs (Adoption, Foster, Rescue, etc.) Serving under-resourced communities Experience in customer service role requiring conflict mitigation One (1) year of lead work/supervisory responsibilities. (This experience may be included in the required experience listed above.) Equivalencies
A current Veterinary Technician certification plus three (3) years of the required experience including one (1) year of leadwork/supervisory responsibilities will meet the education and experience requirements. Valid professional animal shelter/control related training and/or certification(s) from a State or National organization plus three (3) years of the required experience including one (1) year of leadwork/supervisory responsibilities will meet the education and experience requirements. Licenses and Certifications
Valid driver's license with good driving record. Must obtain a basic Animal Control Officer (ACO) certification issued by the Texas Department of State Health Services (TDSHS) within the probationary period. Must obtain a Euthanasia certification issued by the Texas Department of State Health Services (TDSHS) within the probationary period. Other Requirements
Availability to work varying shifts including nights, weekends, holidays and twenty-four (24/7) on call status. Subject to inclement weather. No Animal Cruelty Convictions. No Felony Drug offenses within the past ten (10) years. Preferences
Valid professional animal control related training and certification(s) from a State or National organization is a plus. Animal emergency response or animal first response experience is a plus. Ability to read and interpret City, State and Federal regulations in an enforcement capacity. MS Office or similar software skills. Management information systems software skills. Ability to make public presentations and/or appear in court. Ability to maintain accurate records to track and report unit performance. Ability to lift in excess of fifty (50) pounds. Salary Range
