Procon Consulting, a fast-growing professional services firm in McLean, VA, with expertise in construction management (CM), construction-related technology, space planning, and facilities management, seeks a talented and detail-oriented Environmental Technical Specialist with 5 or more years of experience in the environmental remediation industry. The Environmental Technical Specialist shall minimally have a mastery of the Clean Water Act (CWA), Alaska Pollution Discharge Elimination System (APDES), Title 18 of the Alaska Administrative Code (AAC), and the Resource Conservation and Recovery Act (RCRA). This role requires a minimum of 5 years of work experience in the Environmental Technical Services field in support of work associated with contaminated site cleanup projects on the Advanced Acquisition Plan and other inserted projects for the US Coast Guard District 17 (D17) in Juneau, AK. Responsibilities & Duties
Provide Environmental Technical Services for the CEU Juneau in support of work associated with hazardous waste management at units across the D17 AOR, including independent technical reviews, project scope development, field investigation, planning, specifications, cost estimating, problem and conflict resolution, quality assurance, and hazardous media disposal and shipments. Provide contaminated site consultations, offering technical and project advice and guidance to CEU Juneau. Conduct comprehensive technical reviews of professional studies, reports, and analysis. Collaborate with managers, other environmental specialists, construction project managers, legal staff, contract specialists, and contractor personnel, providing advice and insight on the resolution of unique and complex natural and cultural regulatory problems and disputes. Provide technical reviews and review comments for work plans, environmental specification language, and construction project environmental requirements. Provide technical responses for Environmental and contractor requests for information and coordinate with CEU Juneau Environmental in developing Scopes of Work for required contract modifications. Provide regulatory consultation support for construction projects throughout D17. Occasional travel (with potential for overnight) required to operational & environmental liability sites in USCG District 17 Area of Responsibility (D17 AOR). Qualifications & Skills
Mastery of the Clean Water Act (CWA), Alaska Pollution Discharge Elimination System (APDES), Title 18 of the Alaska Administrative Code (AAC), and the Resource Conservation and Recovery Act (RCRA). Minimum of 5 years of work experience in the Environmental Technical Services field. Must be able to obtain an HSPD-12. Applicable Certifications.
