Overview Plays a key leadership role in the RTC to promote a therapeutic milieu and coordinates with hospital leadership to oversee nursing-related matters. Provides nursing oversight, quality care, and collaboration with multidisciplinary teams to meet the needs of residents, families/guardians, school systems, and staff.

Responsibilities

Customer Relations

Promote a therapeutic milieu in the RTC.

Provide quality services that meet the needs of residents and other customers (families/guardians, school systems, staff).

Maintain effective communication between R.N.s, students, and their families/caregivers regarding medication compliance and health issues.

Coordinate with RTC leadership and hospital leadership to oversee nursing-related matters and care coordination.

Health Services Administration

Provide an environment conducive to optimal health care delivery and serve as a general health information resource.

Review immunization records and ensure compliance with JCAHO and DHR requirements.

Act as nursing representative/liaison for nursing practices; communicate outcomes with the CNO or designee.

Coordinate with school nursing staff for vision and hearing screenings with the Baltimore County Health Department.

Oversee quality assurance, risk management, and infection control programs within the RTC.

Obtain admission information on allergies and medical conditions; develop and communicate response plans for special treatments prior to resident arrival.

Liaise with the infection control team and oversee infection control issues within the RTC.

Attend Route Cause Analysis (RCA) and other post-incident reviews as needed.

Serve as main point of contact with pharmacy services to ensure timely and accurate medication dispensation.

Staff Supervision & Training

Collaborate with the Director in the selection of nursing staff.

Orient new nurses to the unit and address training needs.

Ensure staff competency in specified clinical skills and appropriate duty assignments.

Supervise, direct, evaluate performance, and participate in discipline and discharge of nurses when necessary.

Train and orient staff and ensure ongoing competency.

Lead departmental meetings and involve staff in issues and processes.

Work with the Program Director to provide annual appraisals of nursing staff.

Provision of Direct Nursing Care

Documentation/Reporting

Participation in Improving Program Effectiveness and Efficiency

Participate in evaluating program effectiveness and implement improvements in quality of services.

Maintain knowledge of issues and trends in health care, infection control, and pediatric medicine.

Requirements

Written and oral communication skills and knowledge of nursing standards. Requires a Bachelor’s degree from an accredited nursing program or a Diploma/AA nursing program with additional related experience.

Current license to practice as a Registered Nurse in Maryland at appointment and continuously during tenure.

Clinical and supervisory skills with psychiatric nursing experience in child/adolescent populations (2–3 years).

Interpersonal skills to interact with children, families, school systems, treatment teams, and external contacts (51–80% of work time).

Analytical and problem-solving abilities to plan and administer nursing services and care plans.

Ability to manage multiple demands and cope with high levels of stress.
