Environmental Engineer Salary: $102,549 - $152,787 commensurate with experience Location: Chocolate Bayou Works – Alvin, TX (CBW) Organizational Context and Job Purpose The Olefins & Polymers USA division of INEOS is one of the largest producers of olefins and polyolefins in North America. From its manufacturing locations at Chocolate Bayou and the Battleground Manufacturing Complex, it is a merchant marketer of butadiene, ethylene, polypropylene and high-density polyethylene with annual revenue of over $4b. The Chocolate Bayou Site is located in Southeastern Texas about 40 miles South of Houston and consists of two Olefins units that produce approximately 4.0bn pounds/year of ethylene, 2 Polypropylene units that produce approximately 1.0bn pounds/year of polypropylene, and the Light Ends storage & transfer facilities at Stratton Ridge. at the CBW. The position is responsible for waste and water regulatory compliance management at the CBW facility. The role will manage and improve the overall site waste, drinking water, and wastewater compliance and permitting programs, provide regulatory guidance, and enhance the environmental excellence culture at the site. Responsibilities
Ensure permit applications and environmental reporting are completed in a timely manner while accuracy is maintained. Interact with CBW Operations, Maintenance and Utilities personnel and collaborate with staff at the neighboring INEOS Oligomers facility; serve as a liaison with State and Federal environmental regulatory agencies and intra-company environmental technical groups. Support INEOS 20 Principles in all duties and align work with SHE goals and processes. Responsibilities and Accountabilities
Accountability 1 – All INEOS employees Champion the INEOS 20 Principles Apply them to all SHE goals and work processes. Accountability 2: Water & Wastewater Management The site maintains a TPDES permit for industrial wastewater, MSGP for rail operations and a PWS-NTNC permit for potable water use. The following responsibilities are: Prepare permit applications and/or amend existing permits to allow for improvements at the CBW facility as regulations require. PWS-NT/NC permit for Brazoria County Groundwater District Conduct or provide oversight for all sampling, reporting and recordkeeping requirements for site water permits. Accountability 3: Waste Management The site is a registered large quantity generator (LQG). The following responsibilities are: Manage/oversee site waste contractor daily activities, ensuring proper management and disposal of all site waste, including verification/ approval of waste-related invoices. Maintain and update site Waste NOR, perform waste sampling, characterize new waste streams and complete the site annual waste summary report. RCRA compliance for the site’s closed landfill, including coordination of groundwater monitoring and reporting Provide technical & regulatory guidance to Operations/ Maintenance for spill response efforts, as needed Participate on the Operations Clean Sweep Team and assist facility with the goal of zero discharge of plastic pellets and flake Accountability 4 - General The position’s primary responsibility is for compliance with CBW water and waste regulatory program requirements. General responsibilities are: Develop and implement environmental systems for ensuring and documenting compliance with EPA and TCEQ environmental permits and regulations. Provide guidance to Operations, Maintenance/Utilities, and other site groups to implement environmental systems Provide environmental guidance with respect to waste/ water media for turnaround and construction project planning Provide pre-commissioning and start-up assistance to Operations for capital projects Participate in audits both on and offsite and address environmental inquiries as needed to ensure facilities utilized by INEOS O&P USA comply with relevant environmental laws, regulations, and permits. Provide innovative and cost-effective solutions to ensure compliance with both regulatory and INEOS initiatives Coordinate training of plant personnel in environmental areas in close cooperation with the Training Coordinator Anticipate problems involving compliance and develop appropriate solutions to address the issues Review Operations, Maintenance/Utilities, and Laboratory work processes/procedures for environmental compliance Provide water and waste management support to Operations and Maintenance for environmental control equipment and systems Investigate water/ waste permit excursions and submit necessary reports with the applicable agencies. Determine root cause and recommend corrective action. Communicate effectively and respectfully with TCEQ and EPA during investigations, audits and permitting negotiations Review new chemical approvals brought on site for waste, water, and TRI impacts Compile and report, per Tier II program Compile and report, per TRI program Manage ongoing requirements for site Underground Storage Tanks (UST) program Manage Stormwater Pollution Prevention Plan (SWPPP) and SPCC Plan Participate in PHA/HAZOP reviews as needed as water/ waste subject matter expert for the site Review & maintain all water and waste related SOPs / procedures Skills & Knowledge Required
Education Bachelor’s degree in science or engineering/technical discipline Advanced degree(s) may be considered for relevant experience Experience
Minimum of 3+ years of in-plant experience Background in permitting, compliance and reporting for water and/or waste related programs in petrochemical or refinery industry. Preferred Qualifications
Olefins and/or Polymers manufacturing experience is beneficial. RCRA 24-hour training / 8-hour refresher training DOT Hazmat trained Class D water operator license Key Skills & Knowledge
