Contract Specialist Ill Brief Position Summary Performs highly complex (senior-level) procurement and contracting work. Responsibilities include purchasing commodities, equipment, and services; planning, organizing, coordinating, and preparing Statements of Work (SOW) and specifications; preparing procurement and contract documents; maintaining contract records of items purchased, received, prepared, and issued. Reports to the Procurement & Contracts Services (P&CS) Team Lead. Works under limited supervision with considerable latitude for initiative and independent judgment. Work Hours : Monday–Friday, 8 hours per day, 40 hours per week Essential Job Functions and Responsibilities Coordinate purchasing and contracting for goods and services. Review requisitions for completeness, accuracy, and compliance before processing solicitations. Monitor legal and regulatory requirements pertaining to purchasing or contracting. Determine most applicable and cost-effective procurement method. Expedite CAPPS requisitions and research vendors. Collaborate with program requesters and agency staff to resolve procurement and contract issues. Review and process requisitions. Prepare Invitations for Bid (IFB), Requests for Offers (RFO), and Requests for Proposals (RFP). Recommend and award contracts. Maintain a repository for requisitions, purchase orders, contracts, and related files. Provide data for TIBH exception reporting. Conduct vendor research and monitor contract performance. Respond to requests related to processing status and delivery of goods/services. Engage with requesters on delivery, specifications, and vendor communications. Ensure HUB program utilization to meet statewide HUB goals. Other related duties as assigned and maintain regular attendance. May be required to support national emergencies, disasters, and other missions, including holidays and weekends. Essential Job Functions and Responsibilities Oversee purchasing and contracting for goods and services; may develop solicitations and contracts. Review requisitions for completeness, accuracy, and compliance before processing solicitations. Monitor legal and regulatory requirements; determine procurement method. Expedite CAPPS requisitions and research vendors; resolve procurement issues. Prepare IFB, RFO, and RFP; recommend and award contracts. Maintain repositories for records; provide data for reporting. Oversee vendor research and contract performance; respond to inquiries. Ensure HUB program utilization; perform related work; maintain regular attendance. May be required to support national emergencies, disasters, and other missions, including holidays and weekends. MINIMUM QUALIFICATIONS Contract Specialist III EDUCATION: Graduation from an accredited four-year college or university is required (substitution allowed). Preferred education: major in business, public administration, financial management, or related field. EXPERIENCE: Three (3) years of procurement experience; proficiency with Microsoft Office (Outlook, Word, Excel); experience developing spreadsheets with Excel and Access. SUBSTITUTION: Additional years of experience may substitute for education. REGISTRATION, CERTIFICATION OR LICENSURE: CTPM or CTCD preferred (or must be obtained within 12 months). CTCM preferred (or must be obtained within 12 months). Valid driver’s license; if not a Texas resident, must obtain within 30 days of moving; satisfactory driving record required. Contract Specialist IV EDUCATION: Graduation from an accredited four-year college or university is required (substitution allowed). Preferred education: major in business, public administration, financial management, or related field. EXPERIENCE: Four (4) years procurement experience; proficiency with Microsoft Office; experience with Excel and Access. SUBSTITUTION: Additional years of experience may substitute for education. REGISTRATION, CERTIFICATION OR LICENSURE: CTPM or CTCD required; CTCM preferred (or must be obtained within 12 months). Valid driver’s license; must obtain within 30 days if not a Texas resident; satisfactory driving record required. OTHER REQUIREMENTS: Background investigation and security clearances may be required. Eligibility to work in the U.S. without sponsorship is required. Upon hire, proof of Selective Service may be required where applicable. PHYSICAL/WORKING CONDITIONS Office work, occasional travel up to 10% of the time; ability to lift up to 50 pounds; occasional outdoor assignments in inclement weather.
