Overview The Health and Human Services Department is seeking candidates for their Accountant I/II role. Under direct supervision, performs a variety of professional accounting work in the preparation and analysis of financial records and reports which may include tax accounting, cost accounting, general accounting, internal control, fixed assets, and payroll accounting.

Responsibilities

Prepare, monitor, and reconcile complex budgets across multiple cost centers, funds, and programs such as MHSA, Medi-Cal, and grant-funded initiatives.

Interpret and apply fiscal regulations issued by state and federal entities, including DHCS and SAMHSA.

Collaborate with clinical, program, and administrative staff to ensure fiscal accountability and support program sustainability.

Maintain accuracy, transparency, and compliance in financial reporting, claiming, and audits.

Accountant I Qualifications

Education: A Bachelor’s degree, or higher, from an accredited college or university in Accounting or Business Administration with a concentration in Accountancy.

OR An associate degree in accounting or business administration from an accredited college with a minimum of 9 semester units in accounting and two (2) years of full-time experience equivalent to an Accounting Technician II in Sutter County.

OR Four (4) years full-time increasingly responsible accounting experience which included significant accounting/fiscal duties and responsibilities.

OR Any combination of education and experience that provides equivalent knowledge, skills and abilities. Some positions may require cost accounting experience.

Accountant II Qualifications

Education: A Bachelor’s degree, or higher, from an accredited college or university in Accounting or Business Administration with a concentration in Accountancy and one (1) year of full-time experience equivalent to an Accountant I in Sutter County.

OR Five (5) years of full-time experience with accounting experience which includes capital asset accounting, payroll accounting, cost accounting, and management of grants. Some positions may require cost or payroll accounting experience or any combination of education and experience that provides equivalent knowledge, skills and abilities.
