Responsibilities

Manages project(s) in accordance with scope, schedule, and budget.

Responsible for MS4 Program Plan development and revision, MS4 program, assisting clients with implementation of the DEQ Stormwater Handbook, compliance and VPDES compliance inspections of construction projects.

Conduct watershed studies, TMDL Action Plans, and TMDL project implementation including design of BMP retrofits, stream restoration, shoreline restoration and similar projects.

Design and inspect traditional and innovative green stormwater infrastructure and SWM BMPs in both urban and rural environments.

Coordination with contractors, outside consultants, government agencies, and JMT staff from multiple locations and technical disciplines.

Plan, schedule, conduct or coordinate detailed phases of the engineering work in a part of a major project or in a total project of moderate scope.

Analyze survey reports, maps, drawings, blueprints, aerial photography and other topographical or geologic data to plan projects.

Develop project specific project plans, Project Management Plans/quality management plans.

Manage subconsultants.

Build relationships with client(s) to understand preferences and requirements to set-up and execute a quality project.

Prepare progress reports and review invoices.

Develop and lead in project status and presentations.

Assist Section Heads, Office Leaders, and Practice Leaders with the marketing process including, SMART Go/No Go decisions, proposal development, and interviews.

Lead and manage team members by providing leadership and continuous performance management (setting expectations, goals, feedback, 1:1 meeting, coaching) that supports the growth and development of the team.

Nonessential Functions Perform other related duties as assigned.

Required Skills

Design responsibilities and project engineering skills; knowledge of BMP design for TMDL credits, stormwater management, MS4 compliance, and Erosion and Sediment control.

General understanding of MicroStation, OpenRoads Designer, Civil 3D, ArcGIS, HEC-RAS; proficiency in MS Word and Excel.

Ability to thrive in a fast-paced, team-oriented environment with multiple projects.

Excellent written and oral communication skills.

Required Experience

Bachelor’s degree in civil engineering or a related field from an ABET-accredited program.

7+ years of experience in water resources engineering.

Experience with Virginia’s Runoff Reduction Method and evaluating projects to determine pollutant reduction and BMP selections.

Stormwater Management design experience; Erosion and Sediment Control design experience.

Experience working with Virginia clients at county/state level.

Working knowledge of federal, state and local stormwater MS4 programs.

DEQ certification in ESC and Stormwater Management Dual Combined Administrator or ability to obtain within 12 months.

Knowledge of local TMDL action plans and MS4 permit compliance.

Established contacts with local, state, and federal agencies preferred.

Preferred Qualifications Virginia Professional Engineer License or ability to obtain within 6 months.

Working Conditions This position follows a hybrid work model, offering remote and in-office work. Work is generally sedentary but may require standing or walking. Lighting and temperature are adequate; no hazardous or unpleasant conditions caused by noise or dust. Field work is required occasionally, outdoors in various conditions. Some lifting up to 25 lbs may be required.
