This position is responsible for providing all aspects of engineering for water/wastewater utility projects for public, private, and municipal utility district clients. The role includes leading a team of engineers and technical professionals, as well as active involvement in professional associations and community organizations to build partnerships within the community we serve.

Responsibilities

Prepare proposals, budgets, and client agreements.

Lead and oversee design and technical aspects of projects, including detailed engineering design, calculations, report writing, permitting, and client presentations.

Write responses to client RFQs and solicitations.

Develop and maintain professional relationships with clients, public agency officials, and community leaders.

Coordinate and monitor project tasks, budgets, and schedules.

Participate in developing company design and production standards.

Prepare reports and bond applications for municipal utility districts.

Attend monthly board meetings for municipal utility districts.

Manage project implementation, coordinating with stakeholders, consultants, contractors, and internal teams to meet milestones.

Ensure compliance with quality assurance policies and procedures.

Oversee and manage construction phases, ensuring work complies with contracts, timelines, and budgets.

Participate in professional associations and civic organizations.

Qualifications

Bachelor of Science in civil engineering from an ABET-accredited college or university.

Professional Engineer (P.E.) license in Texas or ability to obtain within 6 months.

15+ years managing water and wastewater projects from conception to completion.

10+ years managing municipal utility district clients.

Knowledge of potable water and wastewater treatment is a plus.

Familiarity with local codes, development processes, and utility regulations.

Extensive knowledge of design and construction practices for waterlines, tanks, pump stations, and related infrastructure.

Proven project management skills, delivering projects on time and within budget.

Effective communication skills, both oral and written.

Ability to develop and maintain professional relationships with clients and community leaders.

Leadership skills to manage a team of engineers and professionals.

Active involvement in professional associations and civic organizations.
