Database Administrator 3 (Senior Database Developer)
The Texas Health and Human Services Commission (HHSC) is seeking an experienced Database Administrator 3 to lead the migration of legacy Microsoft Access databases to modern cloud-based SQL platforms. This role requires advanced skills in database design, ETL, performance tuning, and stakeholder communication. The selected candidate will be responsible for evaluating, transforming, and modernizing existing data systems to support agency-wide modernization efforts. Job Responsibilities: Analyze, refactor, and migrate legacy Microsoft Access databases to cloud-native SQL platforms (Azure SQL, AWS RDS, etc.). Design and implement scalable, normalized relational database schemas. Build and monitor ETL pipelines using tools like SSIS, Azure Data Factory, or AWS DMS. Develop migration runbooks, data dictionaries, and technical documentation. Perform data validation, integrity checks, and performance tuning. Create and manage test environments for data migration and transformation processes. Provide support to users and resolve EIR Accessibility issues with database interfaces. Ensure compliance with accessibility standards in UI forms, reports, and data entry portals. Collaborate with analysts, programmers, and business stakeholders to define database needs and impacts. Develop custom workflows using VBA in Microsoft Access. Monitor database performance and recommend efficiency improvements. Execute backup, recovery, and disaster recovery procedures. Participate in Agile ceremonies and contribute to project planning. Minimum Required Qualifications: 10+ years of proven experience with advanced MS Access databases (normalized tables, queries, forms, reports, VBA) 10+ years of expert-level database design, normalization, ER modeling, schema refactoring 10+ years of experience migrating legacy systems to cloud-based SQL platforms (Azure, AWS, PostgreSQL, etc.) 8+ years of hands-on experience with ETL tools like SSIS, Azure Data Factory, AWS DMS 8+ years of experience with RDBMS tools (SSMS, TOAD, SQL Developer) 8+ years of experience configuring and monitoring data pipelines and batch jobs 8+ years of experience with complex data migrations and validation 6+ years of experience with CI/CD, GitHub, JIRA (preferred) 6+ years of experience with Power BI, Tableau for reporting/visualization (preferred) 6+ years of experience with Agile Development Methodologies (preferred) 3+ years of experience in the Healthcare or Public Health domain (preferred) 3+ years of experience working with Texas state agencies (preferred)
