Construction Cost Management Analyst – Graduate Development Program at Turner & Townsend. The Turner & Townsend Graduate Development Program has been designed to provide recent graduates, with less than two years of industry experience, opportunities to further develop their careers and exposure to the services we specialize in to become a successful consultant upon graduation from the program. The program is offered at our Phoenix, AZ location and is intended to take approximately 2 years in duration, with progression based on achievement of various competencies in each core service. As a Cost Management Analyst, you will support the delivery of world-class cost management services across a variety of capital projects and be exposed to capital planning, cost estimating, procurement, contract administration, change management and reporting to help clients optimize their investments. Responsibilities
Project Estimation & Validation: Support in development of comprehensive project estimates, including construction, fees, direct work, and other associated costs; engage with vendors to review, validate, and challenge cost inputs; utilize benchmark data from previous projects to inform and assess estimate accuracy. Capital Planning Support: Advise clients on capital planning strategies across large-scale portfolios; provide insights to optimize investment decisions and long-term financial planning. Procurement Strategy & Vendor Management: Support procurement activities including vendor prequalification, bid evaluation, and bid leveling; facilitate bid interviews and provide final recommendations for vendor selection; oversee the appointment process in alignment with client objectives. Cost Reporting & Forecasting: Establish and manage cost reporting schedules; present cost reports and forecasts to clients, ensuring transparency and accuracy; maintain a commercial risk register and lead periodic review meetings with project teams and vendors. Cost Control & Change Management: Assess payment applications and recommend contractor entitlements; review and evaluate change order requests, providing strategic recommendations to clients; apply dispute prevention and resolution procedures to manage payment requisitions and contractual issues; monitor and manage the end-to-end invoicing process to ensure timely and accurate payments. Benchmarking & Performance Analysis: Benchmark project performance against successful commissions to identify areas for improvement. Financial Close: Manage all aspects of the financial close process, including post-contract audits and account close-outs; conduct post-contract reviews with clients to capture lessons learned; develop training materials and manuals based on project insights to support continuous improvement; SOX control responsibilities may be part of this role, where applicable.
