Overview
Budget Analyst (Fiscal Analyst 2) Oregon State Hospital The Budget Analyst position is a key part of Oregon State Hospital's business management infrastructure working within the Finance and Operations department. The Finance and Operations department guides and oversees administrative and business operations across the hospital system, providing structure and support to direct care operations in safety, security, technology services, facilities management and support services, training and development, general administrative operations, patient financial services, fiscal, and budget. Oregon State Hospital is a Joint Commission and CMS certified public psychiatric hospital providing psychiatric treatment services to persons committed by the Oregon courts as part of the state mental health system. OSH is the largest division of OHA with 2,995 positions across hospital operations.
What You Will Do This position is a fiscal advisor to management at the Oregon State Hospital, performing financial and policy analysis, contract analysis, fiscal reporting, and organizational systems work. It focuses on monitoring, controlling, analyzing, and forecasting Personal Services expenditures for all of OSH (~3,000 positions). It has responsibility for decisions affecting Personal Services resource allocation, contracting actions, and hospital finance procedures.
Work with senior fiscal analysts to identify policy revisions or additions guiding financial and budgeting decisions for Personal Services expenditures, including compliance with federal regulatory agencies, ensuring expenditures are appropriate under the Oregon Accounting Manual (OAM) and legislative intent, and development, execution, and management of the OSH budget. Help identify issues impacting current and future budgets and develop mitigation strategies or requests for budget adjustments. Interpret state and federal laws, regulations, and policies, including the OAM and GAAP.
Fiscal Reporting
Develop budget and fiscal reporting formats for Personal Services expenditures.
Develop and update methods for forecasting Personal Services.
Prepare and update monthly financial projections for the PS budget of the hospital based on ~3,000 positions for inclusion in comprehensive financial reports.
Coordinate with hospital managers and staff on operational matters to facilitate PS reporting strategies.
Develop special data extracts from data warehouse and mainframe programs for ongoing data needs and one-time analyses.
Create systems that monitor deviations between budgeted and actual staffing levels.
Analyze and explain changes in caseloads, costs, bargaining scenarios, and policy/management changes on PS projections.
Monitor the agency fiscal position related to staffing costs; research causative factors in PS expenditure trends.
Collaborate with auditors and accountants to ensure agency fiscal control and compliance with GAAP and state budgeting/audit standards.
Fiscal Analysis
Interpret and apply laws, rules, regulations, bargaining agreements, and fiscal policies to PS forecast.
Analyze and prepare fiscal estimates on collective bargaining proposals and other staffing resource activities.
Identify and incorporate all employee pay factors (differentials, overtime, benefits) into financial projections to forecast biennial cost.
Remote work up to 60% post orientation, with manager approval.

Minimum Qualifications Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system, or five years of professional-level experience in accounting, fiscal auditing, management or program analysis with modeling, forecasting, and analyzing fiscal information. Alternatively, successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program. Note: A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or related fields may substitute for three years of required experience; a graduate-level degree may substitute for four of the five years.

Experience using business intelligence tools for actionable insights.
Experience with general accounting.
Knowledge of policy development related to fiscal matters and state/federal healthcare policy.
Experience forecasting complex financial data.

Experience drafting narratives that clarify technical analysis.
