NATURE OF WORK
This is advanced, professional accounting and supervisory work in the application of accounting principles and methods in the preparation, maintenance, analysis and control of computerized financial records and reports. Employees in this class are responsible for preparing the annual financial reports for the City, supervising a staff of professional accountants and clerical employees engaged in accounting work for all accounting activities and managing financial computer systems. Emphasis on the work is on supervision of major fiscal operations including developing procedures and techniques necessary to carry out financial activities, enterprise fund accounting, bond accounting, accounting for revenues and disbursements, and preparation of complex financial reports.
Incumbents exercise considerable independent judgment and professional knowledge of accounting principles, theories and practices as well as knowledge of governmental accounting procedures. Supervision is exercised over professional and clerical personnel through review of records and reports for adherence to established accounting principles, practices and procedures. General supervision is received from an administrative or professional superior who reviews work for attainment of desired results, adherence to professional accounting standards and program effectiveness. Completed work is also subject to periodic internal and external audit.
ESSENTIAL JOB FUNCTIONS
Plans, assigns and reviews the work of subordinate professional and clerical employees in a computerized accounting operation engaged in recording and classifying accounting transactions.
Maintaining and reconciling journals, ledgers and other fiscal records
Preparing and analyzing periodic financial statements, reports, schedules and tabulations, budgetary calculations, and accounts payable.
Facilitates the annual audit, including the preparation of the audit schedules, coordinating the preparation of the Annual Comprehensive Financial Report (ACFR) and filing with the State's Department of Financial Services and other proper governing authorities.
Assists internal auditor and external auditors in the examination of accounting activities and preparation of audit working papers.
Implements corrective action as a result of audit findings to improve financial operations, statements and controls.
Supervises or prepares a variety of complex financial statements requiring considerable knowledge of computerized accounting systems and departmental operations.
Assists subordinates with difficult or unusual problems.
Responsible for the maintenance (i.e. budget transfers, journal entries, etc.), review and interpretation of financial records.
Ensuring accounting system is consistent with established and accepted municipal accounting principles and procedures.
Assists in establishing and implementing operating procedures and policies in the areas of budgeting, accounting, and other areas of financial management.
Ensure accuracy of grant accounting, investment accounting, fixed asset accounting, cash management, revenue monitoring and forecasting.
Prepare monthly and/or quarterly financial statements and reports.
Provides for and supervises the maintenance of the general ledger.
Coordinates accounting activities with other City departments; trains staff; assists in making decisions on the development and implementation of new policies and procedures.
Makes recommendations regarding hiring, discipline and promotion of staff; evaluates and rates employee performance.
Performs related work as required.
Intermediate or Advanced knowledge of Microsoft Excel, Power Point, Outlook.
Considerable knowledge of financial software packages.
Ability to develop financial plans, policies and procedures.
Ability to research, prepare and report information regarding financial programs and activities.
Ability to prepare annual budgets, financial statements, reports, memoranda, letters, budget recommendations and other financial documents.
Ability to organize work assignments and resources effectively and efficiently.
Ability to work independently on complex assignments and to analyze a wide variety of data.
Ability to establish and maintain effective working relationships with coworkers, other city departments, peers, vendors and the general public.
Ability to communicate effectively both orally and in writing.
Required considerable knowledge of current information technology equipment/software practices.
Ability to maintain close attention to detail.
EDUCATION
Graduation from an accredited college or university with a Bachelor's Degree in Accounting, Finance, Public Administration or a related field.
EXPERIENCE
Considerable experience in accounting and preparation of an Annual Comprehensive Financial Report
Reasonable governmental accounting experience
Reasonable related supervisory or management experience in governmental or public sector accounting/finance.
SPECIAL LICENSES OR CERTIFICATES
Certified Public Accountant (CPA) license required.

Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine

Knowledge of supervisory principles and practices.
Knowledge of office methods and procedures and familiarity with the use of computers and standard office equipment.
Ability to supervise staff professionals and clerical employees in a manner that is conducive to full performance and high morale.
Ability to analyze complex accounting processes and problems and make changes to improve operations and resolve problems.
