What You'll Do
The Program Manager is responsible for the overall operation of the shelter, overseeing staff, coordinating resources, and ensuring program quality. This position includes supervisory duties, staff training and evaluations, budget oversight, and maintaining compliance with YWCA policies and contract goals. The Program Manager is on-call for emergencies and will lead crisis interventions when necessary. This role also supports the YWCA’s Social Justice Initiative by promoting racial, gender, and class equity in program operations. This position has a social justice component that will require critical thinking about how the external systems impact the work that we are doing through the lens of racism and intersections with poverty. Knowledge of antiracism principles and grounding those principles in everyday work is expected.

Responsibilities
Leadership: Direct manager to Life Coaches, Front Desk staff, On-Call Front Desk staff and Custodian (approximately 11 staff). Hires, trains, and evaluates staff in accordance with YWCA policies and goals. Schedules for staffing for 24/7 programming. Conducts regular staff meetings for both day and night programs. Coordinates resources and training for staff to effectively carry out job responsibilities. Support the YWCA’s Social Justice Initiative by understanding how racism, sexism, classism and other oppressions play out in institutions and systems. Coach and mentor direct reports to provide culturally relevant conflict resolution and problem-solving strategies. Prioritize understanding trauma-informed care and the impact of trauma on staff; promote trauma-informed leadership with ongoing resources, training, listening sessions, and feedback loops. Crisis Management & Oversight: Lead in emergency situations and crisis management; handle client complaints fairly and equitably; ensure the center is clean, well-maintained, and meets health/safety standards and contractual agreements; be on-call for emergencies. Program Quality & Reporting: Monitor progress toward goals, prepare reports, ensure contract compliance, foster quality programming, and manage program expenses within budget. Community Representation: Act as the face of the YWCA, engage with community partners, funders, and clients; maintain effective relationships with service providers and the community; represent the YWCA to the community (e.g., public speaking, tours).
Qualifications
A bachelor’s degree plus two years of social service experience working with homeless women, or any combination of skills and experience demonstrating the ability to perform this job effectively. Demonstrated ability to manage larger programs and two years of supervisory experience. Understanding of the intersection of racism, poverty, and social justice advocacy for those furthest from opportunities. Strong oral and written communication, organizational, and record-keeping skills. Computer skills, including intermediate level abilities in Microsoft Word, Excel, and email. Ability to lift and carry at least 40 pounds. Knowledge and experience as a service provider with cultural diversity issues, crisis intervention, victims of domestic violence, low-income housing, substance abuse, mental health, welfare rights, case management, or sexual assault. Knowledge of services available in Snohomish County and greater Puget Sound for low-income or individuals experiencing homelessness.
Physical Requirements
Continuously exchanges information through listening and talking with clients, staff, volunteers, and community members. Monitors safety by observing interactions and center conditions. Frequently stands, walks, sits, and climbs in performing duties and traveling to meetings. Frequently uses telephones, computers, and office equipment. Frequently lifts and carries up to 5 lbs. of paperwork and materials, occasionally up to 40 lbs. of food, hygiene supplies, clothing, or other items. Occasionally performs close work while updating files and program information.
Continuously = Over 80% of the time; Frequently = 20-80%; Occasionally = Under 20%.
Compensation and Benefits

At the time of hire, employees may enroll voluntarily in the Fidelity 403b Plan. After two years of employment, employees are eligible to participate in the YWCA Retirement Fund.
