We are seeking a
Senior Portfolio Analyst
to support the Office of Naval Research, Warfare Performance Department in Arlington, VA. About Terrestris : We leverage technology to improve mission outcomes through better human performance. Role Overview : The Warfighter Performance Department, Code 34, focuses on human and biological systems, AI, and autonomy. As a Senior Portfolio Analyst supporting the ONR, you will manage and optimize Navy's science and technology initiatives, involving strategic planning, financial oversight, and program management to advance warfighter capabilities. Typical Responsibilities : Support the Technology Candidate Portfolio, alert management of issues. Monitor financial execution across the portfolio, identify funding issues, and recommend solutions. Prepare fiscal reports, including budget details and adjustments. Develop portfolio summaries, recommendations, and policy documents. Maintain documentation repositories. Coordinate with stakeholders on data calls, budget exhibits, and congressional submissions. Analyze technical and financial data to support decision-making. Utilize enterprise databases for funding accuracy. Develop and analyze portfolio dashboards. Assess policy impacts and recommend improvements. Draft strategic communications and coordinate meetings with senior personnel. Identify solutions for portfolio management challenges. Participate in training and internal meetings. Minimum Qualifications : Active SECRET clearance, U.S. work authorization, Bachelor’s degree or higher, at least 10 years of portfolio or program analysis experience supporting DoD, with 5+ years in financial management of S&T programs. Experience with government financial systems, PPBE, POM processes, and budget exhibits. Proficiency with MS Office, databases, and financial analysis tools. Strong communication skills and ability to work independently and collaboratively. Experience with classified information handling. Preferred Qualifications : Experience with PBIS, Navy ERP, and portfolio management tools. Initiative in problem-solving and quick learning of financial procedures.
