Purpose of the Job The Capital Delivery Project Leader is responsible for ensuring the effective and efficient use of Roofing and Asphalt (R&A) capital resources, being a fully engaged member of the Capital Delivery Team, and accountable for defining/executing capital investment projects in our 29 manufacturing facilities (13 Roofing, 3 Component, and 13 Asphalt plants). Goals include zero injuries to OC employees or contractors, on-time project delivery, project spending within budget expectations, researching & developing proposed business solutions, and strong project management skills. Align with organizational goals of eliminating injuries through engineering design, quality systems, and a waste-free environment.
The Project Leader will assist in creating reliability systems and support manufacturing facilities to provide optimum operating conditions in a safe and cost-effective manner.
The successful candidate leads capital project efforts and people, managing projects by guiding Process Owners, Plant Leaders with manufacturing staff, Process (Stable Operations) Engineers, Product Managers, and Capital Sourcing to perform on time and on budget.
This position reports to: Capital Delivery Leader, Electrical Engineering.
Span of Control This position has no direct reports.
Job Duties This position entails project and technical leadership for electrical and mechanical equipment definition, design, and implementation for R&A’s process equipment throughout the United States. Equipment handles a continuous web of fiberglass mat and converts it into shingles using various raw materials and conversion equipment. Examples include cutting, combining, catching/stacking, and packaging, as well as supporting processes such as hot oil systems, compressed air, chillers, and environmental controls. The goal is to support a range of customer products used to protect and enhance residential and commercial properties.
Job Responsibilities
Live the Safety stand and adhere to safety responsibilities.
Develop project scopes, budgets, and schedules with plant input, including maintenance personnel.
Lead capital projects from concept to completion so timing and spending meet expectations to maximize benefit with company resources.
Excellent written and oral communication across all organizational levels.
Lead multiple electrical projects, networking with engineering firms, Alliance Partners, contracted resources, and fellow project managers.
Develop capital approval requests, ensure funding aligns with project requirements and stays within approved amounts.
Analyze systems, research options, and determine optimal cost/benefit for capital projects.
Ensure compliance with electrical codes at local and national levels.
Ensure projects are delivered within scope and meet operability and cost goals.
Engage in process commissioning and startup operations.
Apply problem solving, active listening, and objective analysis skills.
Lead troubleshooting of process issues and develop corrective actions.
Apply experience with combustion and environmental emission controls devices.
Adapt to various working environments (remote home office, travel, manufacturing plant floor).
Lead and influence teams as project scopes change and manage deliverables through commissioning/start-up.
Support the multi-plant network with troubleshooting, design, maintenance, and loss prevention assistance when needed.
Serve as the subject matter expert on electrical engineering process improvements.

Reach mutually beneficial agreements with supported operating departments on required capacity specifications (e.g., OEE).
Identify, understand, and teach others about Capital Delivery Procedures to provide reliable equipment.
Develop and implement procedures to ensure equipment meets design expectations.
Support R&A sites to meet customer needs.
Analyze machine and process data, provide feedback, and optimize performance; integrate information and new technologies.
Network with engineers, site employees, S&T, and others to implement best practices for continuous improvement of plant performance metrics.
Document Maintenance Deliverables (startup and critical spare hardware) for capital projects.
Enforce a comprehensive Engineering Management of Change (MOC) process.
Aid in developing and implementing the plant capital plan.
Location & Travel Within 30 miles of an Owens Corning Roofing Facility, or 50 miles from a major U.S. airport hub. This position requires 40-45% travel, with prior travel experience preferred.
Minimum Qualifications
BS or MS in Electrical Engineering
Plant experience: prior plant or manufacturing leadership roles
10+ years of Electrical Engineering experience
5+ years in electrical project management; $1MM to $5MM total project cost
LEAN manufacturing involvement
Professional engineer
6 Sigma Black or Green belt
Project Management Professional
Rockwell Academy of Advanced Manufacturing
Knowledge, Skills & Abilities
Electric Power Delivery knowledge including switchgear, transformers, conductor and conduit sizing, with NEC (NFPA 70) and NFPA 70E familiarity.
General understanding of applicable electrical codes.
Rockwell ControlLogix and FactoryTalk programming awareness.
Intellution Ignition programming awareness.
Allen Bradley VFD and servo drive troubleshooting and configuration.
SIL3 safety standards, machine guarding, and safety validation.
Project Management software (e.g., Microsoft Project) experience.
Basic knowledge in mechanical and chemical processes.
Instrumentation PID control in temperature, pressure, flow, and level.
Process communication/Ethernet (Rockwell Stratix) and network design.
Supervision of mechanical/electrical designers in process equipment design.
Configuration of mechanical drive systems and control approaches.
Experience with software development for HMI interfaces.
Factory Acceptance Testing (FAT), equipment checkout, commissioning, and startup activities.
Broad experience with industrial hardware (pumps, motors, conveyors, hydraulics, pneumatics, etc.).
Understanding of electrical engineering schemes and controls for interface with engineering teams.
Desirable but not required: experience with AutoCAD, SolidWorks, Siemens controllers, Mettler-Toledo scales, Rosemount, and Vega instruments (I-NM1).
