The Fairfax County Health Department is seeking to hire a Financial Specialist III. This position works directly with Health Department division directors and program managers in analyzing and monitoring revenue and expenditure budgets, encumbrances, and actuals, and generally managing division and program budgets. Recommends strategies to maximize General Fund and Grant Fund resources to achieve organizational goals while ensuring alignment with generally accepted accounting practices, county budget, finance, and procurement policies, and federal uniform grant guidance. Directs preparation of grant reimbursement invoices, analytical reports, compliance reports, corrective action plans and multiple components of state and federal applications for funding and annual grant submissions. This position serves as a lead technical resource for HD in federal uniform grant guidance, subrecipient monitoring, and provides guidance and recommendations on policies and practices to demonstrate strong internal controls. Note: The salary offer for the position will be in the minimum to midpoint range ($77,640.16 - $103,520.14 Annually) of the advertised compensation range. The work location for this position is 10777 Main Street, Fairfax, VA 22030. This position may be eligible for teleworking up to two days per week after successful completion of an initial twelve-month probationary period. Required Knowledge Skills and Abilities ( The knowledge, skills and abilities listed in this specification are representative of the class but are not an all-inclusive list.) Considerable knowledge of the principles, methods, and practices of governmental budgeting and fiscal management and the ability to apply them to complex governmental systems; Considerable knowledge of federal, state and county policies, procedures, regulations and legislation impacting the maintenance of financial records; Ability to effectively supervise and coordinate the activities of staff; Ability to develop and implement fiscal policies and procedures. Employment Standards MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, three years of professional-level experience in finance, business administration, budgeting, or contract management. A master's degree in a related field or CPA may substitute for 1 year of experience. CERTIFICATES AND LICENSES REQUIRED: CPR (Required within 60 days) AED (Required within 60 days) PREFERRED QUALIFICATIONS: Familiarity with and experience applying Federal Uniform Grant Guidance and related County policies and procedures Three or more years of experience supervising staff in a financial setting Three or more years of experience with subrecipient monitoring Three or more years of experience summarizing and explaining detailed financial information to non-financial managers NECESSARY SPECIAL REQUIREMENTS: The appointee to the position must satisfactorily complete a criminal background check, a child protective service, and a credit check as a condition of employment and periodically thereafter, as determined by the department head. PHYSICAL REQUIREMENTS: Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; may be required to lift or carry up to 25 lbs. occasionally. Uses hands to grasp, handle, or feel. Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer. All duties performed with or without reasonable accommodations.
