Overview

The North Carolina Department of Health and Human Services (DHHS) IT Division is seeking an experienced Scrum/Flow Master to support various agile frameworks, including Scrum and Kanban. The ideal candidate will be instrumental in guiding the team’s adoption of the Scaled Agile Framework (SAFe) and will facilitate the successful delivery of software development projects. Location

Research Triangle Park, Durham, NC (Onsite) Responsibilities

Coach and advise teams, providing leadership on Scrum processes, procedures, values, and interactions for continuous improvement. Enable teams to become self-organizing, cross-functional, and accountable for their commitments. Facilitate Scrum, Kanban, and SAFe events, remove impediments, and resolve issues to help teams achieve their sprint plans. Lead the planning and execution for the development and delivery of one or more products to a high standard. Work closely with Product Owners, Developers, and Stakeholders to ensure deliverables reflect business requirements and are delivered with quality. Play a key role in resolving business and team conflicts, finding gaps, and ensuring Product Owner involvement in business decisions. Assist with requirements gathering, design, development, and implementation of the Cram Java-based software application on an n-tier infrastructure. Collaborate with the team to refine prioritized backlogs, estimate work effort, and facilitate all related aspects of Agile methodology. Required Skills and Experience

Strong organizational, analytical thinking, and problem-solving skills. Proven experience implementing Agile values, principles, and practices (Kanban, Scrum). Proficiency with project management tools such as MS Project, Excel, Word, PowerPoint, and SharePoint. Extensive experience with JIRA for creating/enhancing dashboards, monitoring sprint/work flow, and reporting status. Experience with backlog item prioritization, grooming, and a solid understanding of epics, stories, and tasks. Demonstrated ability to manage multiple priorities and/or projects simultaneously. Experience with work breakdown, estimation, sprint planning, progress monitoring, and impediment removal. Excellent facilitation and communication skills, with the ability to engage both technical and non-technical audiences. Strong experience in risk and business impact analysis and reporting. Proven ability to gain buy-in and support from stakeholders. Experience managing, maintaining, and analyzing data to derive meaningful and actionable insights. Effective leadership, interpersonal, and conflict resolution skills. Hands-on experience in software development and debugging (e.g., Java, .Net/C#). Hands-on SQL experience with relational databases (e.g., Oracle, SQL Server). Desired Skills

Certified Scrum Master (CSM) or Kanban certification. Certified SAFe Program Consultant (SPC) or SAFe Agilist. Knowledge of DevOps practices. Experience with JIRA Align and Portfolio Planning.
