The Special Agent is responsible for ensuring public safety by providing Arizona Liquor Law compliance training and enforcement, and conducting routine inspections of the 15,000 liquor-licensed businesses statewide. Through proper case management and law enforcement procedures, cases will be documented, and evidence will be obtained for criminal and/or administrative violations. Agents will work in an undercover capacity, utilizing surveillance techniques. This will include conducting interviews of witnesses and confidential informants, utilizing physical and digital surveillance, preparing complex affidavits and search warrants, and testifying in hearings, grand jury, and court proceedings. Agents will participate in the execution of search warrants and arrest warrants, and make arrests where appropriate. Special Agents will carry firearms pursuant to policy. Job Duties

Conduct criminal investigations into violations of the Liquor Law, State, and Federal laws. This includes writing comprehensive reports, reviewing regulatory, criminal, and financial documents, conducting interviews, participating in surveillance and undercover operations, securing evidence, and testifying at hearings and in court. Prepare affidavits and participate in execution of search warrants and arrest warrants; make arrests when necessary. Work in the field in enforcement capacity; follow Officer Safety Tactics. Conduct undercover work as appropriate. Operate an unmarked vehicle; travel statewide; may require overnight stays; may include nights, weekends, and holidays. Initiates investigations, conducts routine liquor inspections, seizes and impounds evidence, and makes arrests. Develops investigative plans and criminal intelligence information. Detects and verifies violations; interviews suspects and witnesses; examines and analyzes records; collects and preserves evidence; writes search warrant affidavits; conducts searches of records and property. Creates, coordinates, and maintains complex criminal Alcohol Violations files to support investigations; may perform duties of case file agent, undercover agent, or related assignment with minimal supervision. Provides liquor law training to local law enforcement and liquor law compliance training to licensees and staff. Knowledge, Skills & Abilities (KSAs)

Knowledge of AZ Title 4, Liquor Law statutes, rules, and agency guidance on Liquor Law and regulation. Ability to manage cases and present information effectively in court proceedings. Experience recognizing potential public safety issues in Restaurants/Bars/Special Events with large populations. Experience recognizing threats and dangers in undercover work. Knowledge of law enforcement procedures for surveillance, undercover operations, and securing evidence for court. Skills

Basic computer skills and excellent writing skills to prepare comprehensive reports and affidavits. Ability to gather facts, organize information, and make logical interpretations to perform operational duties. Understanding investigative techniques, interview skills, and the ability to write factual reports. Abilities

Establish clear priorities and manage other officers. Review and apply complex Liquor and criminal statutes and requirements. Implement planned operations, assess efficacy, and summarize to a non-law enforcement audience. Work on multiple tasks and varying priorities; work independently or collaboratively. Be self-motivated and adapt to changing environments and new technologies. Identify inefficiencies and lead improvements. Selective Preference(s)

Specific training and experience in Title IV (Arizona Liquor Law) enforcement. 5 years as an AZPOST-certified enforcement officer. Detective and case management experience. Pre-Employment Requirements

Must be certified (Active or Inactive) by the AZPOST board. Complete AZPOST-approved personal history statement and undergo background investigation including polygraph and medical examination. Criminal background (fingerprint) check as per A.A.C. R2-5A-303. Must hold a valid Arizona driver’s license. Benefits
