Under the direction of an ITS-3, SG-23, within the OTDA Dedicated Technology Team, this position will perform application development for the Welfare Management System (WMS). WMS is a Unisys mainframe application developed in COBOL. WMS supports the delivery of Temporary Assistance, Medicaid, SNAP, HEAP, and Adult Services for OTDA, DOH, and OCFS for all local districts/counties, including NYC. Specific duties include, but are not limited to: Application programming on existing applications including Upstate and NYC WMS in the UNISYS 2200 mainframe environment using COBOL (interactive screens and batch programs). Application development and programming (code) and implementation of new applications which may include JAVA and .NET. Participate in projects to upgrade existing systems to conform to new technology standards. Assist in systems analysis and design activities including information gathering, documentation of existing systems and processes, and identification of alternative approaches to solving business problems. Perform software testing and support user testing. Provide user support including production problem resolution for existing applications and technology. Qualifications

Minimum Qualifications Open Competitive: A bachelor’s or higher-level degree including or supplemented by 15 semester credit hours in computer science. OR a bachelor’s or higher-level degree in any field and one year of experience in information technology; OR 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology. OR two years of professional experience in information technology. Additional Information

ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or permanent residence. Some positions may require fingerprinting and up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details will be described further if selected for an interview. Location-based pay adjustments: NYC location receives an additional $3,400 downstate adjustment; Mid-Hudson receives $1,650. For NY HELPS, this title may be filled via a non-competitive appointment. In May 2024, temporary NY HELPS employees may transition to permanent non-competitive status after satisfactory performance, with probationary period starting upon transition. Later, non-competitive status is expected to convert to competitive status without an examination, with rights and privileges of competitive class employees preserved.
