Lead Contracts Specialist — Contracts Specialist 3. Job Status: Full-Time - Permanent. WDFW Program: Capital Asset Management Program (CAMP). Duty Station: Olympia, Washington – Thurston County. Lead the Public Works, Architecture and Engineering contract administration, overseeing the development, negotiation, and execution of contracts. Envision yourself, establishing clear procedures, ensuring regulatory compliance, and providing strategic guidance to project managers and engineers. What to Expect: Among the varied range of responsibilities held within this role, the Lead Contracts Specialist will support program staff in securing public works contract services, and professional engineering consultant services as well as build efficiencies and provide direction on Award tasks: Pre-Award tasks Review requests for the procurement of public works construction, architectural and engineering services, and other contracting as assigned. Analyze the requirement and determine procurement method, review sole source justifications and prepares documentation, determine applicability of public work requirements and assist with alternative public works contracting methods in compliance with State Law. Collaborate with contract specialists and project managers to define procurement requirements including proposed procurement schedule, scope of work/specifications, evaluation criteria, pricing schedule, budgeted contract amount, type of procurement process, subcontracting opportunities and requirements, term of contract, drawings and reference documents, and selection of evaluation committee members. Coordinate with contract specialists and project managers to complete and issue solicitation documents, schedules and other contract requirements. Research, prepare, provide direction and issue solicitation and contract documents in accordance with Agency policies and procedures, federal and state laws, and contracting regulations. Organize, coordinate, and perform the bid opening process and the proposal evaluation process to select firms in the competitive range. Post-Award tasks Administer assigned contracts in accordance with contractual terms and conditions. Review and process invoices for payment consistent with contractual requirements and Agency\'s policies and procedures and negotiates, reviews and processes change orders/contract modifications. Develop processes, procedures and regulations to ensure compliance: Develop, review and edit procedures and processes, guidance documents, tracking templates, and records management. Research cited references to RCW, WAC, or CFR to ensure references are current. Tracks agency changes in procurement and contracting approach including OMWBE and Small Works requirements. Supervise and lead the Contracts Team: Supervise and provide direction, help prioritize workloads, provide work assignments, seek trainings and professional development opportunities for team. Working Conditions
Work setting, including hazards: Majority of duties are performed in an office setting. Must be able to safely navigate active construction sites, which may involve exposure to trips, slips, and falls, falling objects, noise, dust, fumes, weather exposure, moving vehicles and equipment, scaffolding, ladders, or elevated platforms. Wear personal protective equipment (PPE) on site visits and adhere to proper safety precautions. Schedule:
40 hours per week. May include occasional evening or weekend work as needed. Alternative schedules, such as telework may be considered based on business needs. Travel Requirements:
Some travel may be required throughout the State to attend training, meetings, conferences and project site visits. Qualifications
Required Qualifications: Six (6) years of professional experience handling the full lifecycle of contracts and projects in public works construction and engineering. Or Bachelor’s degree involving major study in business administration, public administration, business law, commerce, mathematics, statistics, economics, or closely allied field. And Three (3) year of professional experience handling the full lifecycle of contracts and projects in public works construction and engineering. Or Three (3) years of professional experience as a Contracts Specialist 2. Please Note:
A master’s degree or higher in administration, public administration, business law, commerce, mathematics, statistics, economics, or closely allied field may substitute for one (1) year of experience. In addition to the experience above, the incumbent must have the following: One (1) year or more experience leading or supervising staff. License/Certifications:
Valid Driver\'s License Special Requirements/Conditions of Employment: Successful completion of agency training and/or certification for assigned watercraft is dependent on supervisory direction, position need and training availability. Preferred Qualifications
In addition to the required qualifications, our ideal applicant will possess one or more of the following: Three (3) years of professional experience negotiating, administering, or terminating government public works contracts, contract property management, contract cost or price analyses or contract compliance administration.
