Canvas is currently seeking an Acquisition Program Analyst to support BMD contract management and administrative functions for the US Army Utility Helicopters Project Managers office (UH PO). Duties will include, but are not limited to the following: Responsibilities
Supports acquisition planning and contracts management by providing senior-level expertise in the development of contract requirements packages. Assists the government in developing contracts solutions relating to complex production, logistics, and technical engineering performance demands, to include identifying cost relationships between those demands and the development of independent government cost estimates for use during contract negotiations. Develops courses of action in activities including, but not limited to, the detailed preparation of contracts related program documents for each phase of the Utility Helicopters acquisition life cycle; participation in the development of USG Independent Government Cost Estimates (IGCE); and development of contractual Performance Work Statements (PWS) with concurrent Contract Data Requirements List (CDRL) deliverable requirements. Provides both technical and cost analysis expertise in support of UH PO proposal evaluation activities. Supports post-contract award activities consisting of daily contract management/administration to include assisting with deliverables tracking, change proposals, modifications, and close outs. Participates in meetings, including facilitating integrated process team (IPT) meetings through leadership as required in supporting Integrated Product Teams as subject matter expert keeping minutes and maintaining actions items. Represents UH PO in meetings with other organizations to include contractors, Army Contracting Command, and other government and military organizations. Review and submit for final approval to the Contracting Officer's Representative contract requirement packages (CRP). Requirements
Bachelor's degree and a minimum of 4 years of relevant work experience Technical and cost analysis expertise coupled with contracts management and administration functions. Knowledge of contracts related program documents for each phase of the acquisition life cycle such as, USG Independent Government Cost Estimates (IGCE), review and development of contractual Performance Work Statements (PWS), and confirm concurrent Contract Data Requirements Lists (CDRLs) deliverable requirements. In depth knowledge of the DOD 5000.02, FAR, DFAR, AFAR, and all other applicable procurement rules, regulations, and policies. Bachelor's degree and 8+ years of relevant work experience (desired) Provides complex analytical solutions for technical/business problems through the application of the principles of analytics and mathematics. Solutions may include, but not limited to, requirements, models, methods, analyses, and studies related to technical/business systems and or processes.
