Overview
COUNTY ENGINEER: The County Engineer manages, organizes and directs County-wide road engineering and surveys-related activities while overseeing employees within the Engineering Division of the Public Works Department. The County Engineer provides professional engineering oversight in planning, design, review, construction, and operation of the County's transportation system and ensures consistency and compliance with applicable engineering design standards and specifications. This is a professional position, working independently under the direction of the Public Works Director. Duties and Responsibilities
Plan, organize, control, integrate, provide oversight, and evaluate the work of the Engineering Division, including engineering design and review, floodplain management, roadway design, and survey programs. Lead, motivate, and develop division staff; participate in personnel appointments; monitor performance; provide coaching; address deficiencies; implement discipline procedures; and recommend employee termination when necessary. Oversee preparation of specifications and standards for County roads and bridges; supervise design and construction activities to ensure compliance with Board of County Commissioners specifications and standards. Oversee development and implementation of standardized value engineering processes for major County public works projects and recommend construction, improvement, repair, and maintenance methods for roads and bridges. Represent the department and County at public and interjurisdictional meetings; interpret policies; present reports and recommendations; encourage community participation. Plan and manage department/division projects and programs, including scheduling, resource allocation, and design review and engineering studies. Develop and negotiate inter-jurisdictional agreements for capital projects including planning, engineering, surveying, right-of-way, and construction. Interact with the Board of County Commissioners, legislative groups, media, and professional groups as requested by the Public Works Director. Oversee and participate in the preparation, implementation, and administration of the annual budget for the Engineering, Traffic, and Survey Division; forecast staffing, equipment, materials, and supplies; administer the budget; prepare and present annual budget recommendations. Education and Experience
Bachelor of Science Degree in Civil Engineering or related field plus several years of progressively responsible experience in civil engineering design, construction, and management of public infrastructure; experience in land use and development; and experience performing technical, administrative and supervisory responsibilities. Licenses, Certifications or Registrations
Current registration as a Licensed Professional Engineer in the State of Florida. Valid Florida driver’s license and acceptable driving record. Knowledge, Skills and Abilities
Knowledge of:
Principles, practices, and procedures of civil, transportation, traffic engineering and surveying; municipal transportation design and construction management; land development; greenbook; FDOT specifications; AASHTO; and MUTCD. Knowledge of:
General fiscal management, including budget preparation and administration within the County Engineering Division; supervision and personnel development; and interrelations between land use, transportation planning and design, and construction. Ability to:
Provide leadership in a team-oriented environment; interpret and apply County policy; apply laws, codes, and regulations; communicate effectively in writing and orally with community groups and officials; work in office and field settings; plan and direct staff; apply engineering knowledge to administrative and technical problems; review engineering plans, specifications, and documents; prepare contract specifications and bid documents; develop plans in-house; take direction from the Public Works Director; use AutoCAD (desirable) and office software. Environmental Conditions
Work is generally in an office environment; some work may occur outside in various weather conditions. Must traverse uneven surfaces typical of natural terrain and construction sites. Must be able to lift and carry 20 lbs. Supplemental Information
