Utility Plant Instrumentation Technician

JOB SUMMARY
This position performs skilled technical work providing instrumentation and electrical systems support in the installation, maintenance, and repair of water, wastewater, and stormwater treatment systems and related facilities; does related work as required. Work is performed under the regular supervision of the Utility Plant Maintenance Supervisor. Work may be specialized according to the assigned division.
PHYSICAL DEMANDS The work is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects. Additionally, the following physical abilities are required:
Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
Climbing: Ascending or descending terrain, ladders, stairs, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
Crouching: Bending the body downward and forward by bending leg and spine.
Grasping: Applying pressure to an object with the fingers and palm.
Hearing: Required to perceive information at normal spoken word levels.
Kneeling: Bending legs at knee to come to a rest on knee or knees.
Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
Reaching: Extending hand(s) and arm(s) in any direction.
Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
Standing: Particularly for sustained periods of time.
Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
Vocal Communication: Required for expressing or exchanging ideas by means of the spoken word.
Visual Acuity: Required for depth perception, preparing, and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly, or fabrication of parts at or within arm’s length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
WORK ENVIRONMENT The worker is subject to inside and outside environmental conditions, noise, vibration, hazards related to maintenance of high voltage equipment, atmospheric conditions, oils, and working in confined spaces. The worker may be exposed to blood borne and/ or waterborne pathogens and handling hazardous materials such as chlorine which may require the use of specialized personal protective equipment.
RESPONSIBILITIES
Installs, maintains, repairs, and calibrates equipment such as motors and motor control centers, emergency generators, electronic and mechanical instrumentation, power distribution equipment, transformers, surge suppression, single and multi-point process control, computer interface, and lighting systems.
Installs wire, conduit, and accessories to maintain or modify existing systems, or install new systems.
Programs and troubleshoots hardware and software problems.
Reads, interprets, and posts changes to blueprints, process and instrumentation diagrams, and technical drawings.
Operates and maintains motor vehicles, personal computers, hand and power tools, electronic equipment, and other test equipment.
Performs administrative tasks to document work completed.
Maintains inventory, orders parts, secures quotes from vendors.
Performs other work related tasks as required.

Education and Experience A high school diploma or equivalent and two years of experience in the maintenance of electrical systems and equipment. Experience with network systems is preferred.
Special Qualifications
A driver’s license valid in the State of Florida. May require certain water, wastewater, or stormwater technical licenses or certificates.
Alternates with others on a rotating standby off-hours call schedule as assigned.
Knowledge, Skills and Abilities
Knowledge of the methods, practices, and procedures for the operation of wastewater treatment facilities, sludge processing and disposal equipment, and other apparatus in wastewater treatment and pumping facilities.
Knowledge of materials and supplies used in repair and maintenance of electrical, electronic, and instrumentation systems and associated equipment for water or wastewater treatment and pumping facilities.
Knowledge of the occupational hazards and safety precautions related to the work.
Skill in installing, maintaining, troubleshooting, repairing, and calibrating electrical and electronic and instrumentation systems and equipment.
Ability to program and troubleshoot hardware and software problems, to read, comprehend and apply written instructions, manuals, technical diagrams, blueprints, and other job related materials.
Ability to maintain equipment records, log books and reports, perform mathematical computations, read, write, and communicate effectively.
Ability to use computers and computer programs related to electrical and instrument maintenance and water/wastewater functions.
Ability to differentiate between colors.
Ability to develop and maintain effective working relationships with coworkers, associates, vendors, and contractors.
