Fire Training Chief

This position directs and coordinates the Fire Department’s Training Division training and operations. Reports directly to the Deputy Fire Chief.
Position requires - Possession of State of Florida Firefighter II certification, Florida Fire Officer I and II certification, State of Florida EMT or Paramedic, Florida Fire Instructor I certification and ability to meet current requirements set forth by the Florida Bureau of Fire Standards and Training .MAJOR DUTIES Responsible for coordinating training all Department personnel in firefighting, medical and rescue practices. Including the proctoring of paramedic candidates, probationary firefighters and promotional processes. Serves as a member of the Incident Management Team during large events, special events, major disasters, etc.; serves as Department liaison during drills and activations of the Emergency Operations Center. Coordinates with each Battalion Chief for drills and training as needed, including reserve firefighters. Oversees the maintenance and repair of Department training facilities. Responsible for the scheduling of all internal and external use of the Department’s training facilities. Serves as a member of the Fire Chief’s Executive Staff. Performs the duties of the Fire Chief in the absence of the Chief of Department, Deputy Chief and Administration Chief. Performs custodial duties of all training records associated with each individual and the Department, including audits of certifications. Responds to fires, mass casualties, large crowd incidents, active shooter incidents, major vehicle accidents, employee injuries and deaths, major community events, major disasters, and other incidents. Functions as department liaison with other agencies and coordinates activities with counterparts in the surrounding area and within the State. Assists in the development of the annual Department budget and with long-term financial planning goals. Participates in employee hiring, discipline, promotion, demotion, and dismissal process; investigates, resolves, and/or provides advice concerning personnel issues. Oversees the maintenance and testing of all Department fire hose and ladders; assists in the procurement of new vehicles and equipment. Monitors Department procurement activities as it pertains to training materials or items. Initiates and supports grant application and management functions. Manages Department public relations and social media functions. Oversees and plans public education events and coordinates with the Fire Inspectors for Fire Prevention efforts as needed. Oversees all aspects of Special Operations, including rope rescue, confined space and related programs. Acts as the lead resource for City wide EVOC, CPR and other Life Safety initiatives. Administers practical and classroom instruction on various fire related topics as required by ISO, NFPA and SFM. Coordinates USLA documentation and training for the ARRT and Beach Safety. Acts as Chairman of the Department Safety Committee. May be required to work evenings or weekends as needed. MINIMUM QUALIFICATIONS Six years of professional firefighting experience. Possession of or ability to readily obtain a valid driver’s license issued by the State of Florida for the type of vehicle or equipment operated. Ability to meet current requirements set forth by the Florida Bureau of Fire Standards and Training. Possession of State of Florida Firefighter II certification. Possession of Florida Fire Officer I and II certification. Possession of State of Florida EMT or Paramedic and subsequent ACLS certification. Possession of Florida Fire Instructor I certification or greater. Possession of or the ability to obtain a Florida Live Fire Instructor I certification within one year. Possession of or the ability to obtain a VFIRS or equivalent EVOC Instructor within one year. Associate’s degree in Fire Science, Business Administration or related field is preferred. Current CPR Instructor is preferred. Equivalent combinations of education and experience may be considered. KNOWLEDGE REQUIRED BY THE POSITION Knowledge of fire prevention, suppression, and investigation standards, practices, strategies, tactics, and apparatus. Knowledge of Emergency Medical protocols, procedures, and standards. Knowledge of National Fire Protection Agency (NFPA) standards. Knowledge of Occupational Health and Safety Administration (OSHA) standards. Knowledge of local, state, and federal fire codes, local ordinances, and departmental rules and regulations. Knowledge of the use and maintenance of station facilities, apparatus, equipment and vehicles. Knowledge of budgeting, purchasing, organizational development, and training practices. Knowledge of computers and job-related software systems. Knowledge of the Incident Command System. Knowledge of HIPPA Rules and Regulations. Skill in planning, organizing, and coordinating activities of the assigned area. Skill in the safe and lawful operation of motor vehicles required for the position. Skill in management and supervision under both routine and emergency situations. Skill in decision making and problem solving. Skill in the operation and use of fire equipment and apparatus. Skill in developing and implementing long-term operations plans. Skill in public and interpersonal relations. Skill in oral and written communication. Ability to supervise, direct, and train employees. Ability to use standard office equipment, computer equipment and job-related software. Ability to respond with tact, composure, and courtesy when dealing with difficult situations. Ability to interpret, understand, and comply with complex statutes, ordinances, regulations, standards and laws. Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Ability to effectively represent the department in meetings with professional organizations, outside agencies and the public.
SUPERVISORY CONTROLS The Deputy Fire Chief assigns work in terms of Division goals and objectives. The supervisor reviews work through conferences, reports, and observation of Division activities.

COMPLEXITY/SCOPE OF WORK The work consists of varied administrative, managerial, supervisory, and technical duties.
Emergency and life-threatening situations contribute to the complexity of the work. The purpose of this position is to direct the Department’s training functions. Successful performance contributes to the efficiency and effectiveness of department operations.
CONTACTS Contacts are typically with co-workers, other City personnel, elected and other local government officials, representatives of other fire and emergency response agencies, vendors, community and business leaders, civic organizations, members of the news media, and the public. Contacts are typically to give or exchange information, resolve problems, provide services, motivate personnel, and educate the public.
PHYSICAL DEMANDS/ WORK ENVIRONMENT While performing the duties of this job, the employee is regularly required to sit, stand, walk, bend, crouch, stoop, reach, finger, grasp, feel, talk, hear, see, and make repetitive motions. The employee frequently lifts moderate and occasionally heavy objects, climbs ladders, utilizes equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell. The work is typically performed in an office, except while at fire or other emergency scenes or training sites. The employee may be exposed to machinery with moving parts, irritating chemicals, extreme temperatures, hazardous situations, and inclement weather. The work requires the use of protective clothing and devices. Ability to wear respiratory protective equipment, including but not limited to SCBA gear. Ability to successfully complete all medical and fit testing as required for the use of personal protective respiratory equipment.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY This position has direct supervision over members assigned to the Training Division, those participating during training evolutions or public safety events, and has the authority to execute and coordinate the Department’s training needs with the battalion chiefs.
