Overview Under limited direction and in compliance with technical, administrative, regulatory, or professional standards and guidelines, develops, implements, and administers a city-wide comprehensive risk management program. Identifies, analyzes, and mitigates risks that could adversely affect City operations, assets, employees, or the public. Provides strategic oversight of liability, property, casualty, and workers’ compensation insurance programs; ensures compliance with federal, state, and local safety regulations; and develops policies to minimize exposure to loss. Manages the Risk Management internal service fund and claims accounts, develops and administers the annual Risk budget and cost allocations, and directs claims management activities. Reviews all formal solicitations during development to ensure mandatory insurance requirements provide adequate protection to the City and GTA. Works with department directors, Human Resources, City Attorney's Office, and external stakeholders to proactively manage risks, resolve claims, and safeguard City finances. Serves as Risk Manager for GTA and as the City’s Title II Americans with Disabilities Act (ADA) Coordinator, providing guidance on risk, safety, and ADA issues. Frequently leads or participates on committees addressing claims, disability management, ADA compliance, and other organizational risk and safety concerns.

Essential Functions

Provide Strategic Leadership for the Risk Management Program:

Lead the development and execution of a comprehensive risk management framework for the City of Greenville and GTA. Establish and enforce policies covering insurance, liability, property, workers’ compensation, and safety compliance; negotiate and manage insurance programs including self-insured, excess coverage, and risk financing. Perform financial analysis to evaluate cost-effective coverage. Provide executive direction for city-wide safety compliance, approve corrective action plans, and ensure departments have access to safety resources. Act as OSHA Coordinator and liaison with regulatory agencies; delegate routine recordkeeping and inspection reporting. Additional duties include reviewing DMV driver records for insurer requirements, coordinating MMSEA reporting, supporting disability management and workplace safety initiatives, and maintaining risk management records.

Oversee Claims and Litigation Management:

Oversee liability, property, and workers’ compensation claims to ensure effective administration and protection of assets. Direct and evaluate the work of claims staff and the TPA or risk pool; ensure timely investigations, accurate reserves, equitable settlements, and compliance with MMSEA and other regulations. Coordinate with the City Attorney’s Office and external counsel; support or represent City’s and GTA’s interests in hearings and mediations. Maintain relationships with insurers, brokers, risk pool administrators, and City departments; provide regular briefings to leadership on claims activity and risk mitigation.

Direct Risk Fund and Budget Administration:

Manage the Risk Fund to support insurance, claims, and risk mitigation programs. Oversee actuarial studies, cost allocation models, premium forecasting, and reserve requirements. Direct the annual Risk Fund allocation budget, approve expenditures, and ensure accurate account reconciliation. Supervise subrogation and excess insurance recoveries and claims payments processed by the TPA or risk pool. Provide high-level financial analysis and transparent reporting to City leadership.

Serve as ADA Title II Coordinator:

Lead ADA Title II coordination to ensure regulatory compliance and accessible City programs, services, and facilities. Guide departments on incorporating accessibility into policies, contracts, and public initiatives. Engage with advocacy groups and the community to resolve accessibility concerns and inquiries.

Job Requirements

Bachelor’s degree in business, insurance, risk management, or related field.

At least four (4) years of progressively responsible experience in risk management including insurance claims handling or closely related area.

Preferred Qualifications

Associate in Risk Management Public Entities (ARM-P).

ADA Coordinator (ADAC).

Certified Safety Professional (CSP).

Driver's License Requirements

Valid South Carolina Class D Driver's License.

Performance Requirements

Knowledge of:

Risk management activities, claims handling, regulations (OSHA, CDC, SCDHEC, Workers’ Compensation, ADA, MMSEA), information and evidence gathering for claim adjudication and compliance, contract law, insurance underwriting, safety training, and use of technology in risk management.

Ability to:

Assess hazards, provide technical risk management guidance, manage budgets, communicate effectively, work with discretion, collaborate, maintain organization and attention to detail, handle complex negotiations, maintain confidentiality, and interpret various documents.

Primary Work Location:

Office environment.

Protective Equipment Required:

May be required in field inspections or site visits.

Environmental/Health and Safety Factors:

Occasional exposure to environmental hazards; occasional outside work; seasonal extreme temperatures and humidity.

Physical Demands:

Standing, dexterity, walking, lifting, sitting, reaching, handling, vision, hearing, and talking; light lifting up to 20 pounds occasionally, up to 10 pounds frequently.

Mental Demands:

Time pressures, multitasking, irregular schedules, teamwork, and occasional emergencies.
