Labor Relations Consultant

Inside Higher Ed . Reporting to the Manager of Labor Relations in Campus Human Resources, the Labor Relations Consultant represents the University in labor arbitrations, internal administrative hearings, and proceedings before the California Public Employment Relations Board. Evaluate the merits of employee complaints (grievances, administrative reviews, and unfair labor practice charges) by interviewing witnesses, reviewing policies and relevant documentation, and contracts, conducting complex legal research, and identifying strategies for the University\'s response. Provide employee relations consultation to university management, employees, and designated representatives, including analysis and interpretation of university policies and procedures and applicable employment and labor law, contract administration, organizational change, problem-solving and decision-making assistance, and conflict resolution services. Participate in and lead supervisory/management training activities, including seminar design and facilitation on employee relations issues. Coach and counsel managers and employees in clarifying goals and objectives, and enhancing problem-solving, planning, and communication skills. Conduct workplace investigations and department training on applicable topics, including contract interpretation and just cause. Participate as the University representative in both system-wide and local collective bargaining. Perform other duties as assigned.
Responsibilities

Evaluate employee complaints (grievances, administrative reviews, unfair labor practice charges) through witness interviews, policy/document review, and contract analysis; conduct legal research and develop response strategies. Provide employee relations consultation to management, employees, and designated representatives. Lead supervisory/management training on employee relations issues; design and facilitate seminars. Coach and counsel managers and employees to improve goals, planning, problem-solving, and communication. Conduct workplace investigations and department training on topics such as contract interpretation and just cause. Participate as University representative in system-wide and local collective bargaining. Perform other duties as assigned.
Qualifications
Experience as management advocate in grievances, arbitrations, unfair labor practice charges; experience preparing witnesses, direct and cross-examination, opening/closing statements, and motions (Required). At least five years of experience in labor and employment law or equivalent education/experience (Preferred). Strong writing skills for briefs, appeals, motions, grievance responses, settlement agreements, and management positions (Required). Ability to work in a demanding environment and resolve conflicts (Required). Ability to analyze labor relations information to define problems and propose solutions (Required). Ability to prioritize work in a changing labor relations environment (Required). Excellent professional communication with all levels of management and employees, arbitrators, and administrative law judges; ability to present to groups (Required). Ability to interpret and explain complex collective bargaining agreements, policies, and procedures to diverse university personnel (Required). Ability to establish rapport and credibility with administrators, faculty, staff, and external individuals (Required). Ability to function as part of a team and collaborate to resolve employee relations and organizational issues (Required). Ability to handle confidential/sensitive information related to collective bargaining (Required). Ability to work independently with minimal supervision (Required). General knowledge of labor and employment laws, HEERA, NLRA, California Labor Code, FLSA, and recent developments relevant to the public sector (Preferred).
Education, Licenses, Certifications & Personal Affiliations
Juris Doctor (JD) from an ABA-accredited law school (Required). Admitted to practice law in California or another U.S. jurisdiction (Preferred). SHRM-CP/SHRM-SCP Certification (Preferred). HRCI Certification (Preferred).
