Overview
The Construction Cost Analyst works closely with Disaster Case Managers to review and prepare detailed cost estimates for repairs and/or rebuilds of disaster survivors’ primary residences. Estimates are used to support client recovery plans and resource applications. The Analyst ensures that all estimates comply with industry standards and utilizes advanced software such as Xactimate to provide accurate, timely, and transparent documentation. The role may also coordinate with contractors and volunteer labor groups to ensure appropriate sequencing of repairs, with special attention to assisting elderly individuals, persons with disabilities, and disabled Veterans. Due to the nature of the job and the confidentiality of client information, work-from-home options will not be available for this position. Responsibilities
Damage & Cost Estimation: Formulate repair and rebuild estimates for disaster-related damages using Xactimate and industry-recognized standards. Consult with clients, vendors, and contractors to confirm accuracy of estimates and incorporate comparable pricing. Analyze blueprints, specifications, and other documentation to prepare time, cost, material, and labor estimates. Compliance & Documentation: Prepare estimates in compliance with FEMA, state, and local recovery requirements. Maintain accurate digital and physical records of all cost estimates and related documentation. Client & Case Manager Coordination: Work closely with Disaster Case Managers to integrate estimates into clients’ Individual Recovery Plans (IRPs). Communicate clearly with clients, ensuring they understand cost estimates and available recovery options. Site Visits & Assessments: Conduct site visits to collect data on access, drainage, topography, and service availability. Provide photos, notes, and technical assessments to support estimate accuracy. Vendor & Contractor Support: Prepare estimates for use in selecting vendors or subcontractors. Coordinate with contractors and volunteer groups to ensure efficient sequencing of repairs. Continuous Improvement & Professional Growth: Stay current on construction industry standards, FEMA repair guidelines, and cost-estimation best practices. Participate in professional development activities and software training (Xactimate updates, code compliance workshops). Other Duties: Perform additional duties as assigned in support of client recovery and program success. Education : ESSENTIAL QUALIFICATIONS — College degree preferred, or Associate’s Degree with 3-5 years’ experience. High School Diploma with 6+ years of related experience accepted. Experience : 5-7 years of cost estimation experience. Proficiency in Xactimate software and strong knowledge of construction industry standards. Proficiency with Microsoft Office products (Word, Excel, PowerPoint). Must be able to manage multiple projects, prioritize effectively, and meet deadlines in fast-paced environments. Excellent verbal and written communication skills; bilingual English/Spanish preferred. Additional Requirements
Attendance: Must maintain regular and acceptable attendance as determined by employer. Licenses: Valid Driver’s License with clear record. Vehicle: Must have daily use of a vehicle without prior notice. Other: Must be available and willing to travel to various locations as business needs dictate. Must pass criminal background checks.
