Summary: Under the direction of the Project Director - Yards & Facilities, the Manager Capital Construction is responsible for overseeing the construction phase of high complex capital construction projects, where individual project cost may exceed $200M. Responsibilities include ensuring construction is performed in accordance with construction documents with minimal supervision, managing third-party construction management consultants, interfacing with Amtrak force account, and providing constructability, cost, and schedule reviews.

External/internal point of contact for execution of major capital construction projects within the Amtrak system, specifically the NY region.

Essential Functions

Manage and coordinate project construction activities including review of all work planned and performed, payment applications, change orders, schedule updates, inspection reports, safety plans and reporting, outage coordination, resource availability, contractor protection, labor clearances, and union agreements.

Review contract design documents and assist with constructability reviews, cost estimating, schedule review, RFI’s, bid forms, project meetings, proposal evaluations and recommendations, and negotiations with consultants and contractors.

Manage and coordinate construction projects to ensure critical issues are addressed and resolved efficiently with minimal impact to Amtrak operations; keep internal and external stakeholders informed of project status.

Coordinate with a third-party construction manager to ensure contractors execute the project scope per technical documents in a safe, cost-effective, and timely manner.

Obtain or assist with labor clearances, Section 106 SHPO/NEPA clearances, or other permitting coordination as required.

Minimum Qualifications

BS degree in engineering or related field, or equivalent combination of education, training and/or experience. Supervisory experience in managing construction contracts.

Extensive practitioner experience with construction and construction management.

Ability to manage multiple priorities under tight constraints; ability to coordinate with other technical disciplines; knowledge of scheduling, budgeting, and estimating.

Strategic and tactical planning skills for complex project work; strong leadership, communication, motivation, and team-building abilities.

Strong safety focus.

Preferred Qualifications

Construction experience in a railroad environment.

Experience in managing multiple construction projects/programs in an active railroad environment.

Familiarity with Union Agreements and managing a union workforce.

WORK ENVIRONMENT: Combination of office and field; work in the New York region (Queens, NY). 24/7 response to emergencies. Regular travel to project sites; up to 25% travel outside the NY region per month.

Communications And Interpersonal Skills Must have excellent oral and written communication skills.

Salary:

The salary range is $113,200–$146,664. Pay is based on factors including education, experience, certifications, internal equity, and location. Amtrak may apply geo-pay differentials. Additional incentive and benefits programs available.
