Job Category: Finance and Accounting Time Type: Full time Minimum Clearance Required to Start: Secret Employee Type: Regular Percentage of Travel Required: Up to 10% Type of Travel: Continental US The Opportunity CACI is seeking a highly skilled Budget and Cost Analyst with deep expertise in Automated Cost Estimating Integrated Tools (ACEIT) to support a high-profile Army Project Manager (PM) at Fort Belvoir, VA.
This position is ideal for an experienced professional with a strong DoD cost estimating and financial planning background who thrives in a collaborative and fast-paced environment. As a key program team member, you will deliver technical leadership across cost estimation, lifecycle cost analysis, and program financial strategy. Your work will directly influence strategic decision-making and resource allocation for mission-critical defense programs. An active Secret clearance is required. Responsibilities
Develop and manage detailed Program Office Estimates (POEs) using ACEIT software, supporting short- and long-term budget planning. Create and deliver budget exhibits, planning documentation, and program breakdown structures supporting Product Directors and Integrated Product Teams (IPTs). Conduct thorough price analyses of contractor proposals, reviewing labor rates, overhead structures, ODCs, and Work Breakdown Structures (WBS) to inform acquisition strategies and contract negotiations. Prepare comprehensive cost documents, including:
Life Cycle Cost Estimates (LCCE) Independent Cost Estimates (ICE) Cost Analysis Requirements Descriptions (CARD) Component Cost Analyses (CCA) Business Case Analyses (BCA) Affordability and Cost-Benefit Analyses (CBA)
Collaborate with cross-functional teams, including Business Management, technical SMEs, and stakeholders, to align funding strategies, acquisition packages, and contract actions with overall program objectives. Deliver real-time “what-if” cost scenarios using POEs to assist the G-8 in dynamic budget planning and resourcing decisions. Qualifications
Required: Active Secret Security Clearance (required) Bachelor’s degree in Business Administration, Economics, Finance, Accounting, or Mathematics 5–10 years of progressive experience in budgeting, cost estimation, and financial analysis Proficiency in ACEIT and related DoD cost modeling tools Solid understanding of DoD budgeting processes, fiscal law, and financial regulations Previous experience supporting Army or DoD acquisition programs Desired: Master’s degree in Business, Economics, Finance, Accounting, or a related field 10+ years of relevant experience in cost analysis and budget planning Experience supporting ACAT III or higher Army/DoD programs Familiarity with the Planning, Programming, Budgeting, and Execution (PPBE) process This position is contingent on funding and may not be filled immediately.
