Overview

The Grants & Project Accountant reports directly to the Assistant Manager - General Accounting and provides accounting and administrative support for the financial activity and reporting of all federal, state and local grant awards used to purchase services and goods related to general operations, capital and custodial assets including Local Option Gas Tax (LOGT), Bond receipts, and reimbursable expenditures. This position also assists with reconciliations, performs technical accounting research and works with the Assistant Manager - General Accounting to ensure compliance with new and proposed accounting standards and financial reporting policies applicable to the Authority. The key to this position is the ability to work with others, work outside regular business hours as required and coordinate accounting activities to meet required deadlines for a smooth, accurate and consistent accounting close cycle. Essential Functions / Responsibilities

Prepare monthly, quarterly and annual financial statements. Assist with monthly, quarterly and year-end closing processes, including related analysis of accounting activities. Prepare annual Schedule of Expenditures for Federal and State Awards (SEFA and SESA). Prepare quarterly Federal Financial Reports (FFRs) for Federal Awards. Prepare and process general ledger journal entries related to staff labor charges and other project related expenditures. Reconcile grant-related project cost activity to the ledger’s receivable, revenue and expense accounts monthly. Maintain track and report capital and custodial asset expenditures and their related funding awards for Local Option Gas Tax (LOGT) projects and other grant reimbursable contracts. Review internal controls to minimize errors and verify data accuracy; assist with identifying cost saving opportunities. Assist in achieving monthly, quarterly, and annual goals and objectives of the Accounting and Finance Department, including continuous review of the close process and business process re-engineering to reduce close time. Stay abreast of best practices in accounting/finance and changes by GASB/FASB/GAAS and IRS relevant to the Authority. Complete special projects including ad-hoc reports, required surveys and any other regulatory or managerial information requests. Confirm coding of procurement requisitions, receivables, general ledger journal entries and related activities prior to management approval, ensuring compliance with purchasing and accounting guidelines, policies and procedures. Provide weekly project status reports to Project Managers with accurate financial source data for current and pending awards and contracts. Generate and compile project invoices and related documents for Grants and Project activity for reimbursement from bond trustees and various agencies. Assist Grants Accounting team in the preparation of monthly, quarterly and annual financial statements and related reporting for assigned divisions; assist auditors during their review as needed. Assist Management with the preparation of financial reports as specified in bond covenants, interlocal agreements, FFRs, NTD, and related banking/fiscal agent agreements. Collaborate with Grants Management to ensure timely and accurate submission of project invoices and reports in compliance with federal, state and local rules and standards. Keep Grants Accounting, Grants Management and Controllership teams informed of financial reporting requirements relative to all grant awards. Complete special tasks and other duties assigned by Management in a timely manner. Track grant awards, reconcile project cost activity and related journal entries, and post pledged tax and bond proceeds. Assist Management in the preparation of monthly, quarterly and annual financial statements and reports. Minimum Qualifications

Associate’s degree or an equivalent combination of relevant education and 5 years of work experience in accounting may be substituted for the degree requirement. 5 years of experience in grant administration, budgeting and/or accounting. Preferred Qualifications

Bachelor’s Degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, or related field and 5 years of experience. Knowledge of Oracle E-Business Suite 12.1.3 or higher is preferred. Knowledge, Skills And Abilities

Must demonstrate effective oral and written communication skills. Skilled in performing technical accounting research and analysis, with the ability to clearly document and communicate alternatives and conclusions. Proficiency with Oracle-based accounting software, MS Excel (pivot tables, macros, v-lookup, etc.), MS Access, MS PowerPoint, and MS Word; highly proficient in data entry, organization, and retrieval. Ability to independently prepare routine reports, presentations and correspondence with minimal guidance; reconcile accounts and generate accurate financial data. Understanding of fund accounting concepts and principles; attention to detail with effective time management. Strong problem-solving and communication skills, with good grammar and spelling. Work Environment / Physical Demands
