Project Engineer - Land Development Location: Vero Beach, FL Job Type: Contract Pay Range: $46.20 - $73.92/hour Full Benefits/Paid Time Off This is a fully trained professional position working under the general direction of the County Engineer or designee. The role involves reviewing and processing permits for site plans, subdivisions, and right-of-way construction projects, with technical design review of roadways, drainage systems, stormwater treatment, lot drainage, and flood plain protection in accordance with the County’s codes and regulations. The position includes oversight and management of inspectors, technicians, engineers, and support staff to complete projects and requires the ability to track multiple projects under deadlines and produce technical writing. Responsibilities

Provide high-level engineering review of land development plans and permit applications to ensure compliance with standards and IRC Code requirements, including Land Development Permits, Stormwater Permits, Right-of-Way Permits, and Site Plan Applications. Provide professional guidance to developers and consultants for proper development of projects. Direct and manage staff performing engineering inspections for site plans, land development, and right-of-way projects. Review plans for construction within County Rights-of-Ways for compliance with standards; issue Right-of-Way Permits and guide inspection staff to open, track, and close permits. Monitor and inspect approved right-of-way and site plan projects to verify conformance with County standards and restoration of rights-of-way. Communicate effectively with other County Departments for permit releases and project certifications. Work independently in all phases of the Engineering Department's permitting and inspection program under supervision of the County Engineer or designee. Address public inquiries, provide technical calculations, research, and reports as needed. Identify Land Development Section needs and potential Land Development Code changes. Qualifications

Bachelor’s degree in Civil Engineering or equivalent from an accredited college or university plus five years of civil engineering-related experience. A licensed Professional Engineer in the State of Florida or eligible for licensure through reciprocity. Valid FL Driver’s License with an acceptable driving record. FDOT Inspection Certification, Construction Traffic Control Certification, and NPDES training are desired. Successful candidates should be able to obtain intermediate MOT/TTC and NPDES training. Knowledge Of

Principles and practices of civil engineering and land surveying. Materials, methods, and techniques of earthwork, drainage, and roadway construction; understanding of soils, infiltration, and water quality treatment techniques. FDOT Design Standards and Specifications for Road and Bridge Construction. Abilities

Read and interpret complex engineering plans, plats, profiles, stormwater calculations, and cost estimates. Prepare and submit clear and precise technical reports. Supervise field inspection staff and permit technicians. Understand engineering software programs and related reporting.
