Closeout Analyst . As required by our governmental client, this position requires an active
Secret
clearance to be considered. A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify. As a Procurement Technician/Closeout Analyst, the individual provides pre- and post- award administrative support with an emphasis on the closeout process to Code 25. Closeout tasks will be the primary tasks with procurement technician tasks secondary. Compensation & Benefits
Estimated Starting Salary Range for Closeout Analyst: Pay commensurate with experience. Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice. Closeout Analyst Responsibilities Include
Collect and prepare all documentation necessary for closeout in accordance with applicable regulations (e.g., Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Navy Marine Corps Acquisition Regulation Supplement (NMCARS), and other policy). Maintain database of archived files. Provide support to facilitate the archiving of paper and electronic files. Prepare files for archiving which may include shipment to a records center. Include appropriate documentation in closed file (i.e. DD1594, closeout memo, accounting reports) in accordance with applicable regulations and if shipped ensure closeout shipment is properly labeled and shipped. Communicate with administrative offices, specialists, and finance and program officers regarding status of closeout. Coordinate with Code 08 for recording expiring fund de-obligations. Scanning documentation for electronic files. Procurement Technician Tasks: Generate work-in-process (WIP) reports and assist in tracking old awards or unassigned actions in the WIP report that need to be cancelled or other action taken. Maintain and update work assignments within financial and workload management systems. Receive and distribute electronic copies of Procurement Requests (PRs), proposals and supporting documentation. Review proposal packages and request missing information or documents. Interface with the Business Financial Managers (BFMs), Program Analyst/Officers, and Support Contractors to check status on actions and to request missing documents or proposals. Interface with Finance Office (Code 08) on Obligation/Commitment Issues. Provide copies of awards to Program Officers, Defense Contract Management Agency (DCMA) and others. Respond to both Contracting/Grant Officer and Contract/Grant Specialist requests. Prepare complete electronic award file folders. Coordinate DCMA’s request to verify receipt of all deliverables for completed or expired awards. Respond to No Funds Extension (NFEs) requests, coordinate approval with Program Office, and draft modification. Draft documents for review such as memos to file; awards; modifications, primarily administrative and incremental funding actions; and other file documentation as required. Assist KO’s with electronic filing to include drafting the contract file index, filing of documents in respective systems, and correct use of naming conventions. Conduct/support special projects as assigned by the Branch Head or Director. Schedule and organize meetings including reserving conference rooms. Bachelor's Degree from an accredited college or university. Business concentration for Bachelor’s Degree. Knowledge and experience to perform tasks listed in Requirement Tasks of the Performance Work Statement.
