JOB SUMMARY Under the general direction of the Director of Information Technology or designee, incumbent performs highly advanced technical and analytical work involving the design, implementation, management and troubleshooting of the City’s Local (LAN) and Metropolitan Area (MAN) Networks, implementing client/server applications, and providing technical and user support for the City’s information systems. The incumbent ensures that the performance, availability and security of the server and network infrastructures are maintained to the highest standards in order that maximum productivity is achieved. Work is reviewed through conferences and results obtained.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

Performs project management responsibilities for City-wide infrastructure implementations; keeps management informed of the status and completion of projects; keeps users informed by preparing performance reports; communicating system status.

Researches and provides recommendations for City acquisitions of servers, systems, network and system security and network technologies.

Designs, plans and installs servers, networks and all associated hardware and software, able to prepare and document standard operating procedures and protocols

Upgrades system, implements and maintains security controls, and manages all LAN and MAN operations including switches, routers, firewalls, intrusion detection systems, virtual private networks, servers, storage area networks, DHCP/DNS, centralized tape backup systems, content filtering, anti-virus, log management, authentication systems, edge devices and all associated hardware and software.

Manages and protects the City’s network services and datacenter; to include defining access privileges, control structures, and resources, as well configuring, and troubleshooting to ensure optimal operational levels.

Manages the City’s physical and virtual servers and infrastructure.

Manages the City’s electronic mail and related systems.

Analyzes current industry trends in security and network and server technology, principles, techniques, and protocols and makes recommendations for process improvements and future enhancements.

Interacts with users to identify network and software needs; leads and assists with the acquisition and/or implementation of said applications.

Monitors performance of servers and network operations to identify potential problems and take corrective actions, and recognizes problems by identifying abnormalities; reporting violations.

Ensures LAN/MAN environment and Server Infrastructure is secure, and determines security violations and inefficiencies by conducting periodic audits.

Provides for appropriate recovery, continuity, redundancy and security, provides anti-virus, anti-spam and anti-spyware services, develops technical solutions and new security tools to help mitigate security vulnerabilities and automate repeatable tasks.

Works with IT organization, vendors, department users and other City staff to troubleshoot and resolve related hardware and software problems.

Implements network, server, and security improvements by assessing current situation; evaluating trends, and anticipating requirements.

Maintains quality service by following organization standards; able to effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.

Establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

EDUCATION/EXPERIENCE To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Required:

Bachelor’s Degree in Computer Science, Information Systems or closely related field from an accredited college or university.

Six (6) years of responsible experience in the management of at least a 500 user network with multiple edge devices.

Experience in administering Security, Server(Physical and Virtual), Storage, and Network systems

Demonstrated knowledge of Windows Server, Exchange/O365, Hypervisors, Network and System Security, Backups and Business Continuity.

Current certification in one of the following or equivalent: Microsoft MCSA, CISCO CCNA, CISSP

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

Preferred:

Experience in administering CISCO products, networking equipment, internetworking operating system and unified communications is highly desirable.

Certification as a VMware Certified Professional (VCP)

CERTIFICATES, LICENSES, REGISTRATIONS

Current certification in one of the following (or equivalent) is required: Microsoft MCSA, CISCO CCNA, VMware, CISSP

Valid Driver’s License:

With proof of automobile insurance

Background Check:

Must have an acceptable background record

Driving Abstract:

Must have an acceptable driving record

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of Business and Computing technology, including best practices, capabilities and effectiveness of hardware and software.

Knowledge of Microsoft Office Suite products.

Knowledge of the latest versions of Microsoft Windows Server, SQL Server and Active Directory.

Knowledge of configuring, administering, and maintain a complex network environment, including firewalls, switches, routers, etc.

Knowledge of Microsoft Exchange (O365).

Knowledge of configuring and maintaining virtual and hyper converged infrastructure.

Knowledge of configuring and maintaining server hardware and storage area networks.

Knowledge with network security and networking technologies and with system, security, and network monitoring tools.

Knowledge of configuring, administering, and maintaining unified communications systems.

Skill inoverseeing, planning, and implementing major programs and services for an organization.

Skill in makingdecisions that impact how the department provides services and support to internal and external customers.

Ability to manage a minimum 1,000 user Metropolitan area Network.

Ability to plan and manage large-scale network projects.

Ability to comprehend, analyze and research problems of a complex nature, make judgment decisions and recommend solutions.

Ability to respond quickly in emergency situations.

Ability to communicate effectively, both orally and in writing.

Ability to make technical presentations and conduct training sessions.

Ability to establish and maintain effective working relationships with City employees and the public.

Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.
