Contract Specialist . Position Summary The Contract Specialist supports the full acquisition lifecycle for federal procurement activities, ensuring compliance with the Federal Acquisition Regulation (FAR) and agency-specific policies such as the Department of Education Acquisition Regulation (EDAR). This position provides expert acquisition planning, documentation, and advisory services to program offices. Depending on experience, the Contract Specialist may independently lead complex acquisitions, support negotiation efforts, and mentor junior staff to ensure consistent and compliant contracting practices across the organization. Essential Duties and Responsibilities
Develop and review acquisition documentation, including Statements of Work (SOW), Independent Government Cost Estimates (IGCE), Justifications and Approvals (J&A), and Acquisition Plans (AP). Conduct and document market research to support acquisition strategy development and competition determinations. Perform cost and price analyses, prepare negotiation memoranda, and support award recommendations. Support or lead Contract Review Board (CRB) processes and ensure the integrity and completeness of contract files. Oversee post-award activities, including contract modifications, reporting, and closeout actions. Coordinate with program, legal, and policy staff to resolve acquisition issues and ensure compliance. Track and report procurement milestones to leadership, ensuring timely completion and adherence to requirements. Mentor junior and mid-level specialists, promoting knowledge sharing and process standardization. Maintain accurate and up-to-date records in the Federal Procurement Data System (FPDS), PRISM, or equivalent acquisition systems. Stay current on updates to FAR, EDAR, and other procurement regulations and apply them appropriately. Complete required timesheets, compliance training, and reports as assigned. Comprehensive knowledge of the FAR, EDAR, and federal acquisition lifecycle processes. Strong analytical, negotiation, and policy interpretation skills. Excellent written and verbal communication skills with the ability to interact effectively with federal officials, stakeholders, and team members. Proficiency with Microsoft Office Suite and federal acquisition systems such as FPDS, PRISM, or equivalent tools. Ability to manage multiple priorities and deadlines in a fast-paced remote environment. Demonstrated ability to provide acquisition guidance, mentorship, and process improvement recommendations. Education & Work Experience
Mid-Level Contract Specialist
Bachelor\'s degree in Business, Acquisition, Finance, or a related field. 3-7 years of experience in federal contracting or procurement support. Experience preparing solicitations, performing cost/price analysis, and managing post-award activities. FAC-C (Professional) or DAWIA Level II certification preferred. Senior Contract Specialist
Bachelor\'s degree in Business, Public Administration, or related field. 8-10 years of experience in federal acquisition management, including experience leading complex procurements. Demonstrated expertise in acquisition strategy, policy interpretation, and contract administration. FAC-C (Professional), DAWIA Level III, or equivalent certification required. Certifications, Licenses: FAC-C (Professional) or DAWIA Level II/III equivalent preferred or required depending on level. Must have Active Public Trust Clearance or Security Clearance. Work Environment
Employee will primarily work remotely in collaboration with federal and contractor teams. Work involves virtual meetings, digital document management, and coordination across distributed teams. Occasional travel or on-site support may be required. Physical Demands
