Health, Safety & Environment (HSE) Engineer

Responsibilities
Prepare HSE plans, related HSE checklists, forms and other HSE required documents. Implement and enforce the approved HSE plans and procedures in accordance with DABS requirements and local regulations. Assist in the implementation of SC’s safety policies and procedures, ensuring full compliance with national HSE standards. Conduct routine safety surveys and inspections; document findings and recommend corrective or preventive measures. Investigate incidents and accidents; prepare Safety Incident Reports (SIR) and identify root causes and preventive actions. Support the development and periodic revision of site-specific safety programs aligned with project conditions. Implement the Environmental Protection Plan (EPP) to maintain environmental compliance in accordance with SC and project-specific requirements. Review and update site-specific safety plans monthly in collaboration with the project team. Promote and enforce safe working practices, ensuring the correct use of Personal Protective Equipment (PPE). Conduct regular inspections of machinery, scaffolding, excavations, and work areas to identify and mitigate safety risks. Ensure appropriate safety signage, warnings, and barriers are in place to prevent access to hazardous areas. Organize and deliver safety training programs for workers covering regulations, equipment use, and emergency procedures. Maintain documentation on safety inspections, incident reports, and environmental compliance. Prepare Activity Hazard Analyses (AHA) for all definable features of work. Submit daily and weekly safety reports, toolbox talk records, and quarterly environmental reports to SC’s main office. Lead emergency response drills and ensure workers are trained in first aid, fire safety, and disaster preparedness. Carry out any other job-related HSE tasks assigned by SC management. Qualifications
Education:
Bachelor’s degree in occupational health and safety or a related field (preferred) OSHA 30-Hour certification and/or NEBOSH certification
(preferred; will be considered an advantage). Languages:
Fluency in English (required) and local languages (e.g., Pashto, Dari) Technical Skills: Substations
