Overview
This position is responsible for performing field inspections to ensure compliance with plans, specifications, guidelines, and regulations; in addition to other assigned Public Works/CRA inspection related functions as needed. All positions in this class are expected to exhibit outstanding customer skills and interact in a positive manner with the public. Positions in this class are flexibly staffed and normally filled internally by advancement from Trainee level or, when filled from the outside, require previous and directly related experience. An incumbent in this position may be designated as follows: Public Works Field Inspector Trainee
Under direct supervision, this is the entry-level class in the Field Inspector series. Incumbents generally have limited related work experience. Incumbents receive a varied, progressive range of instruction or assistance, from significant to occasional, in the performance of the duties assigned to this class. Public Works Field Inspector I
Under general supervision, this is the intermediate-level class in the Field Inspector series. Incumbents assigned to this class are expected to perform the majority of duties assigned to this class. Incumbents receive some or occasional instruction or assistance in the performance of the duties assigned to this class. Public Works Field Inspector II
Under limited supervision, this is the journey-level class in the Field Inspector series. Incumbents assigned to this class are expected to perform increasingly complex inspections and the full range of duties assigned to this class with very limited supervision and direction. Under direction, this is the senior-level class in the Field Inspector series. Incumbents assigned to this class are expected to perform the full range of duties assigned to this class, take initiative, and are expected to exercise independent judgment and decision making; work may be reviewed during performance and upon completion. May mentor or train less experienced inspectors and exercise functional supervision. Major Duties
All Field Inspectors Performs professional duties in reviewing plans and specifications on assigned projects and ensuring conformance to City standards and specifications for the development of public and private facilities. Schedules inspections, testing, walk-throughs, warranty and sequence of work with contractors and other City staff. Ensures all materials conform to current City standards and specifications; prohibits the use of substandard materials. Works with field personnel on a daily basis to address construction issues and concerns. Makes regular inspections of new roadway and storm water projects being constructed by or regulated by the City, including CRA projects. Reviews and approves right-of-way permits, material submittals, pay requests and as-built drawings. Verifies that City capital improvement projects construction work in progress complies with approved plans and specifications. Verifies ADA compliance on all new construction where applicable. Monitors erosion control measures and tracking from all construction sites. Prepares detailed records and reports of inspections on all construction sites (current reporting software - Raken). Reviews video of new stormwater construction on all construction sites. Inspects job sites for compliance with NPDES requirements for the City’s MS4. Performs illicit discharge inspections and prepares reports. Performs right of way, pool, and driveway inspections including coordinating with Building Department for project close-out. Performs beach outfall routine inspections for meandering and blockage. Performs routine inspections of private commercial and residential developments that have approved Development Orders for code compliance and constructability deviations from the approved construction plans. Responds to customer concerns and questions regarding projects. May be required to work overtime, nights, weekends, and potentially holidays depending on project status. Performs other duties and tasks as assigned. Public Works Field Inspectors I & II
In addition to the previous duties: Inspects all construction within public rights of ways, including but not limited to paving, grading, drainage, and sidewalks/paths; ensures all construction meets or exceeds approved plans and all applicable specifications and codes. Supervises and inspects all testing procedures for densities on all phases of road construction from sub grade to final paving. Coordinates connections, ties-ins, and resolves conflicts with existing City systems. Identifies and reports any deficiencies within the public rights of way, including failing roadway surfaces, restriping needs, damaged guardrails, and cracked or heaving sidewalks/paths, etc. Ensures that specifications for earthwork, cuts, fills, slopes, ditches, rock excavations, storm sewers, catch basins, manholes, concrete head walls, concrete curbs, fine grading, construction concrete, bituminous macadam, gravel, and bituminous concrete pavements, spreading/rolling of stone, shoulders and guard rails, and erection/placement of signs are compiled with and that any permissible variations are within allowable tolerances. Maintains records including data on the labor, material, and equipment used in construction work. Inspects integrity of new and existing improvements, including pavement sections, sidewalks, catch basins, box culverts, and bridges; assists in planning yearly resurfacing and reconstruction programs. Reviews contractor pay requests to verify quantities and materials. Public Works Field Inspector III
In addition to the previous duties: Assists the Engineering Department with planning system expansion and rehabilitation projects. Determines status of work in relation to plans/specifications, and reports on project progress. Assists with grant project compliance documentation and interviews. Discusses deviations from specified construction procedures, plans, and specifications with the engineer, contractor or construction supervisor to ensure compliance with regulations and approved plans. Takes samples of materials to be used in laboratory testing to determine size, weight, and grading of stone and sand used in concrete work for pavements and samples of other materials. Uses a straight edge and visual inspection to confirm that a good riding surface has been obtained. Minimum Qualifications
Public Works Field Inspector Trainee High school diploma/GED. Florida driver’s license with acceptable driving record. Six (6) months of construction or construction inspection experience, preferably in stormwater and/or roadway. Equivalent combinations of education and experience may be considered. Additional Minimum Qualifications of Public Works Field Inspector Worker I Two (2) years’ experience in construction inspection or related work. Possession of or the ability to obtain Florida Department of Transportation (FDOT) Maintenance of Traffic (MOT) Intermediate certification within six months of employment. Equivalent combinations of education and experience may be considered. Additional Minimum Qualifications of Public Works Field Inspector II Four (4) years’ experience in construction inspection or related work experience. Possession of or the ability to obtain qualified stormwater inspector certification and MS4 certification within one year of employment. Possession of earthworks I certification (or equivalent) and the ability to obtain nuclear gauge safety certification with HAZMAT within six months. Possession of or ability to obtain within one year the American Public Works Association (APWA) Public Infrastructure Inspector Certification within one year of employment. Equivalent combinations of education and experience may be considered. Additional Minimum Qualifications of Public Works Field Inspector III Six (6) years’ experience in related municipal inspection experience. The work consists of varied field inspection duties. Strict regulations, combined with the unique nature of each case in question, contribute to the complexity of the work. Complexity is also driven by the inspection phase and interaction with contractors, utility company representatives, other employees and the public.
