UTILITIES SPECIALIST - CLEAN KITSAP PROGRAM

As our Clean Kitsap Specialist, you'll serve as both a subject matter expert and field leader, responsible for performing litter and illegal dumpsite cleanups across public lands and rights of way, while also collaborating with other departments and community partners. Responsibilities include: Remove and transport litter and illegally dumped materials from public rights of way and county-owned lands while keeping the community updated and informed about cleanup progress Coordinate cleanup projects with other departments, government agencies, contractors, community partners, volunteer groups, and residents to restore and improve public spaces Direct safety protocols and training programs for all cleanup activities, developing job site safety plans and ensuring compliance with solid and hazardous waste management regulations Support public outreach and education efforts related to litter and illegal dumping, and occasionally assist with volunteering and community outreach events Oversee equipment and resource management, maintaining environmental cleanup supplies, tools, and specialized equipment to ensure operational readiness Drive data collection and reporting initiatives, tracking daily activities, labor hours, materials usage, and operational metrics to identify improvement opportunities and inform strategic recommendations Collaborate with other departments and local governments, providing specialized illegal dumping remediation expertise and assisting with multi-jurisdictional cleanup efforts Ensure traffic control and work zone safety, providing flagging services and maintaining safe environments during roadway cleanup operations Requirements: Professional Experience: Three years of maintenance experience in solid waste, or moderate risk waste cleanup and removal operations or related Technical Expertise: Deep understanding of solid and hazardous waste management protocols, illegal dumping enforcement and cleanup procedures, and safety regulations governing waste handling and transportation Leadership and Coordination Skills: Proven ability to coordinate diverse teams including contractors, volunteers, and staff while providing effective training and safety oversight in dynamic outdoor environments Transportation and Equipment Operation: Valid driver's license with satisfactory driving record, capability to operate county vehicles, and experience with utility and dump trailer maneuvering in various terrain conditions Community Engagement: Strong customer service orientation with ability to respond professionally to public inquiries, resolve dumping complaints, and build positive relationships with community stakeholders Kitsap County is an equal opportunity employer and values diversity in the workplace.
